Job Summary

This position is located in the Department of Youth Rehabilitation Services (DYRS), Office of Human Resources (OHR). The purpose of the OHR is to provide personnel and management advisory services regarding DYRS' human capital resources in support of programmatic operations to achieve operational goals and objectives. The incumbent of this position will serve as a subject matter expert in the areas of staffing, recruitment, labor and employee relations, compensation, classification, benefits, and human resources informa1ion technology as it relates to the District of Columbia 's Merit Personnel System and related federal and local government regulations, policies and procedures.

 

The Department of Youth Rehabilitation Services' mission is to improve public safety and give court· involved youth the opportunity to become more productive citizens by building on the strengths of the youth and their families in the least restrictive, most homelike environment consistent with public safety. DYRS is responsible for the care and custody of youth committed to the Department following delinquency adjudication and youth detained pending adjudication, disposition or placement. DYRS provides a continuum of services to detained and committed youth ranging from in-home services, to group and residential care, to secure custody and aftercare.

 

Duties and Responsibilities

Oversees and monitors OYRS' compliance with the District of Columbia Merit Personnel System and related policies, procedures and directives and issued by the DC Office of Personnel (DCOP), the Office of the Chief Financial Officer (OCPO), the Office of the Chief Technology Officer (OCTO), etc.

 

Interprets personnel rules, policies and procedures that affect DYRS' operations and provide advice and counseling to management staff regarding sensitive personnel issues. Makes recommendations to the Human Resources Officer concerning approval or disapproval of requests for various personnel actions.

 

Ensures the timely and accurate processing of personnel action requests inclusive of recruitment, promotion, reassignment, adverse actions with follow through in accordance with established department and personnel policies, procedures and requirements. Maintains associated records, files and status reports, provides liaison responsibilities with the appropriate department office(s), Office of Labor Relations and Collective Bargaining, Office of Pay and Retirement Services, and the Office of Personnel. Analyzes personnel trends and provides requested statistical data and reports.

 

Assists in the administration of the performance standards and performance appraisal program, ensuring adherence to the documentation and scheduling requirements. Ensures full compliance with developing and carrying out Affirmative Action, EEO efforts regarding staffing, promotions, detail assignments, employee awards, and employee development programs. Recommends solutions to the most complex recruiting, staffing, position management and labor employee relation issues.

 

Coordinates and or participates i n the investigation of general personnel problems, such as formal and in formal discrimination complaints, and ensures prompt solutions.

 

 

Monitors the timely initiation of personnel action requests; coordinates with DCOP to identify any problems in processing and endeavors to resolve those issues i n support of the department, office or business unit . Researches, compiles, organizes information and data; prepares periodic statistics and reports upon request and in support of workforce planning for DYRS.

 

Reviews and monitors personnel reports to identify and address emergent problems with excessive turnover, recruitment and retention, low morale, etc.

 

Participates in and/or coordinate special projects and implementation of change management initiatives. Assist management in identifying developmental training needs and organizational training needs. In conjunction with the agency's Office of Professional Development develop, facilitate and evaluate the effectiveness and application of training programs.

 

Plans and coordinates training materials and sessions for applicable personnel. Conducts orientation sessions for new staff and as requested, represents DYRS at Job Fairs.

 

Performs other related duties as assigned.

 

Qualifications and Education

A bachelor's degree and three (3) years of experience of equivalent experience preferred. An equivalent combination of education and experience may be accepted.

Specialized Experience: Experience must be equivalent to at least the next lower grade level 11.
