The Public Library of Youngstown and Mahoning County (OH) seeks an experienced Human Resource Director to direct and manage all human resource functions and guide organizational culture in support of the Library’s values and mission . PLYMC is a county-wide system serving 238,823 residents, governed by a 15-member Board, supported by a stellar staff of 169 FTE and a $15,540,797.84 annual operating budget. The Human Resource Director is an integral member of the PLYMC’s executive leadership team. Under the direction of the Executive Director, the Human Resource Director acts as a strategic partner and collaboratively contributes to planning, organizing and executing library operation strategies.

Responsibilities. Key responsibilities include (1) Serves as the human resources expert and strategic advisor to the executive leadership team regarding talent acquisitions and employee and labor relations; (2) Manages employee and labor relations, which includes contract negotiations, meetings with union representatives, and processing grievances; (3) proactively identifies, develops and implements goals, policies and objectives in support of the PLYMC’s strategic plan; (4) interprets and explains two collective bargaining agreements and library policies to personnel at all levels of the organization and ensuring compliance with employee and labor relations laws; (5) oversees compensation, benefits and performance management, which includes payroll updates, benefit changes, ERISA compliance and other federal, state and local laws; and (6) Participates in employee development, training and performance management for the library system.

Compensation. The salary range is $56,800 – $85,200 (negotiable with experience) with an excellent fringe benefit package which includes pension plan with the Ohio Public Employees Retirement System (OPERS).


Qualifications. Minimum qualifications include: (1)five years experience in human resources (progressively responsible positions) in a public service unionized environment; (2) knowledge of principles and practices in human resource administration in a public setting preferred; (3) experience managing public sector labor relations, labor negotiations, grievance arbitration and conflict resolution; (4) exceptional analytical, strategic thinking and ability to drive change and implement human resources strategies; and (5) ability to maintain a helpful, pleasant and tactful demeanor with excellent communication skills. Master’s degree in Human Resource Management, Business Administration, Public Administration or related field. Experience with ADP Workforce Now strongly preferred.
