The City of Santa Fe Springs seeks applicants for the position of Human Resources Analyst. The Human Resources Analyst provides technical expertise in the areas of recruitment, selection, classification, compensation, and employee and labor relations, employee benefits, and workers' compensation claims.

 

Employment Status: Full-time, confidential position included in the Executive, Management and Confidential (EMC) Bargaining Unit.


Work Schedule: Monday through Friday (closed alternate Friday). 
 

EXAMPLES OF ESSENTIAL DUTIES:

Under direct supervision from the Human Resources Manager, the Human Resource Analyst: Plans, coordinates, and conducts recruitment; monitors, screens, and evaluates applications; develops, schedules and administers job related examinations; coordinates and monitors oral interview boards; responds to requests and inquiries regarding employment opportunities; coordinates selection activities with City departments, prepares and maintains eligibility lists; Processes, monitors and tracks workers' compensation claims; Oversees employee benefits including retirement, medical, dental, LTD, life, and deferred compensation; processes new enrollments, changes, retirements;  Acts as liaison to other City staff, adjusters, investigators, doctors, attorneys, brokers and providers.  Assists in negotiations with employee organizations; provides data to lead negotiator and assists in developing negotiating strategies;  Administers and tracks a variety of programs such as employee performance appraisals, tuition and vision reimbursement, ACA, PTNB sick leave, etc.;  Conducts surveys and studies regarding classification, salary, benefits, policies, and practices of city departments and agencies; responds to salary and benefits surveys. Provides assistance and advice to employees and supervisor regarding personnel policies, procedures, and employee programs. Conducts new employee orientations; manages, schedules, and proctors physical fitness testing;  Prepares a variety of correspondence and reports, including but not limited to Agenda items, class specifications, forms, manuals, memorandum, letters, flyers, etc.;  Processes and monitors a variety of forms related to benefits, such as vision reimbursements, deferred compensation, workers compensation and computer loan applications. Plans and coordinates training and development programs for City employees. May provide functional and technical supervision to administrative support staff and performs related duties as required.

Requirements

The ideal candidate will posses qualifications that provide the equivalent knowledge, skills and abilities.
 

Knowledge of: Principles and practices of human resources administration; principles of organizational and administrative research; techniques of recruitment and interviewing; federal, state, and local laws, codes, rules and regulations. English usage, spelling, grammar, and punctuation. Modern office procedures and equipment including computers. Word processing and other related software applications.

 

Ability to: Interpret, apply, and explain federal, state, and local policies, procedures, laws and regulations pertaining to human resources administration. Gather and analyze statistical data. Analyze situations and take effective action. Prepare and maintain accurate and complete specialized records and files. Maintain confidentiality of information. Exercise tact and diplomacy in dealing with complex and confidential human resources issues. Prepare clear, concise, and accurate reports and analyses. Communicate effectively verbally and in writing. Work with accuracy and attention to detail. Operate and use modern office equipment. Effectively organize and prioritize assigned work. Establish and maintain effective working relationships with other people.

 

EDUCATION AND EXPERIENCE:

The following requirements generally demonstrate possession of the minimum requisite knowledge and ability necessary to perform the duties of the position. A typical way to obtain these would be:

  • Bachelor's Degree in Psychology, Public Administration, Human Resources, Business Administration or a related field.
  • Three (3) years professional experience in recruiting, benefits administration, job analysis, classification and compensation, labor relations and/or workers compensation. Public sector professional experience is highly desired.
  • Proficiency with an HRIS and/or applicant tracking system (specifically Neogov) highly desired.

Certification from IPMA-HR or SHRM as a human resources professional desired.


 

SUPPLEMENTAL INFORMATION:

WORKING CONDITIONS AND PHYSICAL DEMANDS:

Ability to sit for extended periods of time, stand, walk, and bend, push, pull, and reach overhead and above shoulders, lift and move up to 25 pounds.
