Under the supervision of the Human Resources Manager, this position is responsible for overseeing the City’s recruitment and selection program and onboarding efforts.  Recruitment and selection is one of the most important functions the Human Resources division provides to the organization and focuses on partnering with supervisors and managers to ensure the most qualified applicants are selected and effectively acclimated into their new positions. The Human Resources division is a fast‐paced, dynamic work environment, and this position is responsible for planning and coordinating recruitment and selection activities for full‐time vacancies and hundreds of part‐time seasonal positions annually. The successful candidate will be hired at either a Human Resources Analyst or Administrative Analyst level, depending on his/her relevant experience and skills.

Duties and Responsibilities

  • Leads recruitment and selection activities for full‐time and part‐time seasonal City positions, including internal and external opportunities and interim assignments
  • Partners with hiring managers to understand the role of their vacant positions, the needs of their divisions, and the challenges of their recruitment efforts; identifies effective recruitment strategies; implements approved recruitment plans
  • Develops recruitment materials and manages selection efforts based on the needs of the position, including drafting job bulletins, preparing interview questions, creating technical exercises; developing marketing strategies; screening applications for knowledge, skills, and experience; maintaining and updating recruitment databases
  • Facilitates interview panels, including identifying interview panelists; training panelists on laws, policies, and practices pertaining to recruitment; orienting panelists to help them understand the needs of the position; leading discussions to determine the strengths and weaknesses of candidates interviewed
  • Oversees the background check process, including contacting references; verifying education, certification, and licensing requirements; conducting fingerprinting; authorizing physical examinations and drug screens; and communicating salary information and benefit options
  • Communicates interview results to candidates and provides feedback to employees
  • Trains and coaches employees; presents organizational trainings to help supervisors and managers understand their role in the recruitment process; provides individual coaching for employees to assist them in identifying career goals, develops plans to help them reach their goals, and teaches them how to effectively communicate their skills and experience during interviews
  • Responds to inquiries regarding employment opportunities with the City and resolves difficult and sensitive issues
  • Manages the City’s onboarding efforts to successfully acclimate new employees into their positions
  • Performs other human resources responsibilities as needed, including creating and updating job descriptions and performing classification and compensation studies

Requirements

Education and Experience for Human Resources Analyst Level

  • Bachelor’s Degree in Human Resources Management, Communications, Public Administration, or a related field
  • Two years of increasingly responsible recruitment and selection experience preferably in Human Resources
  • Experience performing recruitment functions in a fast‐paced organization of similar size is highly desirable
  • Any combination of relevant education and experience will be considered
  • Master’s degree highly desirable
  • Possession of a valid Class C California driver’s license may be required

Education and Experience for Administrative Analyst Level

  • Bachelor’s Degree in Human Resources Management, Communications, Public Administration, or a related field
  • Experience working in Human Resources and/or providing recruitment support in a professional environment is highly desirable
  • Any combination of relevant education and experience will be considered
  • Possession of a valid Class C California driver’s license may be required

  • Strong organizational awareness and understanding of City structure, philosophy, and organizational culture
  • Strong leadership skills and the ability to effectively supervise, mentor, train, and evaluate employees
  • Knowledge of principles, practices, and laws pertaining to recruitment and selection programs and the ability to ensure compliance
  • Strong verbal communication skills, including the ability to clearly, concisely, and professionally explain recruitment information and make presentations
  • Strong written communication skills, including the ability to develop comprehensive recruitment materials
  • Exceptional attention to detail and the ability to produce work that is accurate and complete
  • Strong emotional intelligence and the ability to understand the needs of others, manage relationships effectively, and communicate with empathy
  • Strong interpersonal skills and the ability to effective work closely with other recruitment staff, build rapport with candidates, partner with hiring managers, and build effective working relationships with employees at all levels of the organization
  • Strong project management skills and the ability to evaluate organizational recruitment needs, identify creative solutions, implement directives, make sound decisions, manage resources, meet critical deadlines, be flexible to changing priorities, and produce detailed, quality work
  • Strong problem‐solving and analytical skills and the ability to recognize strengths and weaknesses of candidates based on information provided on applications and shared during interviews; identify strategic solutions to recruitment needs; and make recommendations on effective hiring and selection practices
  • Strong conflict management skills and the ability to tactfully and professionally address complex and sensitive recruitment issues
  • Strong work ethic and the ability to be self‐motivated, maintain a high level of confidentiality and discretion, and exercise good judgment
  • Ability to work independently as well as collaborate as part of a team

All new employees are required to participate in the DMV Employer Pull‐Notice Program. This program authorizes the City to receive a driver record report upon enrollment and during employment. Only degrees recognized by the U.S. Department of Education and accredited by the Council for Higher Education Accreditation will be accepted.  

Compensation includes enrollment in California Public Employees’ Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
