Human Resources Analyst/Training Specialist

The HR analyst serves as a specialist in the planning and execution of instructional programs in support of organizational and departmental training initiatives. The position is also responsible for analyzing job content, compensation and classification structure, to include complex job analysis, evaluation principles methods and procedures. The position is responsible for conducting research and analysis in different areas involving compensation and training.

 

Training and Development Responsibilities

  • Collaborates with Human Resources Director to design, develop, coordinate, and facilitate countywide training programs including General Orientation sessions.
  • Conducts organization-wide training needs assessment and identify skills or knowledge gaps that needs addressing.
  • Consults with Senior Staff and Managers to discuss training objectives with measurable outcomes.
  • Remains current on developments in training and instructional methodologies, including technology enhancements, and attends forums and meetings to ensure currency of education.
  • Authors and organizes training systems procedural manuals and supporting documentation for training programs and systems in accordance with organizational/departmental requirements.
  • Uses known education principles and stays up-to-date on new training methods and techniques.
  • Gathers feedback from trainers and trainees after each educational session.
  • Maintains updated curriculum database and training records.
  • Maintains and serves as Administrator of the Lecanto Government Building training room calendar and responsible for coordinating training for internal and external groups using the software ROSCO (Registration On Special County Opportunities).
  • Responsible for the training library, lending materials, and tracking usage.
  • Maintains and serves as Administrator of the NeoGov web-based Learning Management System (LMS) and any other relevant HRIS programs for the County as assigned.
  • Ensures all mandatory countywide training by existing and new staff are completed and updated as needed (i.e., FEMA Training, etc).
  • Performs other related duties as required.

 

Compensation Management Responsibilities

  • Collaborates with Human Resources Director to plan, develop, administer and manage the overall job classification and compensation administration services.
  • Analyses and review of job classification and reclassification requests; quality controls the job classification process for both existing positions and newly created positions, performing job audits as appropriate.
  • Researches and analyzes competitive compensation practices in the job/local market; contributes to established compensation surveys and/or develops and implements custom surveys as appropriate.
  • Reviews and oversees the career ladder process to ensure overall consistency and appropriateness and compliance with established policies, procedures, and guidelines.
  • Assists and collaborates, as appropriate, in the planning, coordination, facilitation, administration, and reporting of the annual salary review program for regular staff employees.

Requirements

Education, Training, and Experience

  • Bachelor’s Degree from an accredited college or university in Human Resources, Business Administration, Organizational Development or related field.

  • Five (5) years of progressive and relevant experience directly related to the duties specified or relevant field.

  • A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.

  • Knowledge of instructional design theory and implementation.

  • Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate).

  • Prior knowledge of principles and practices of compensation administration management.

  • In-depth knowledge of Compensation laws including but not limited to FLSA, ADA, ADEA, Davis Bacon Act, Title VII of the Civil Rights Act, Lilly Ledbetter Fair Pay Act, Equal Pay Act, etc.

  • Excellent statistical and math aptitude.

 Certificates, Licenses, Registration, Skills

  • Requires valid Florida Driver License.

  • Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP) or similar human resources professional certification preferred, Professional in Learning and Performance (CPLP) preferred, or Certified Compensation Professional Certification (CCP) preferred.

  • Excellent customer service skills, communication skills and strong attention to detail required.

  • Must have strong organizational skills to plan, prioritize, multi-task and independently execute projects/tasks within specific deadlines while maintaining flexibility.

  • Requires ability to maintain courteous and effective relations with County staff and the public.

  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.).

  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses 100.c and 700.b.
