The City of Bozeman is seeking a qualified human resources professional to join our team! We are seeking candidates interested in joining a team of Human Resources professionals who work as a team to provide outstanding services to all City employees and the general public.


In this essential role within the City’s Human Resources Department, the role of the Training and General Administration Associate is to support the organization by partnering with departments and divisions to develop and lead various training initiatives, and to assist in the general administration of the HR office.


Employees in this class support the organization by partnering with departments and divisions to develop and lead various training initiatives. The work is performed under the direction of the Human Resources Director, but extensive leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the City Manager, Human Resources Director, Department Heads, elected officials, all City employees, collective bargaining representatives, and the general public. The principal duties of this class are performed in a general office environment.


Examples of Essential Work (Illustrative Only)

  • Manages new employee orientation and onboarding process, creating dynamic curriculum that provides a welcoming experience for new employees;
  • Researches and assesses City-wide training needs, recruit/source training methods and resources, handles training logistics, calendaring, and facilitates training events;
  • Audits and monitors quality and effectiveness of training programs, evaluates and implements changes and improvements as appropriate;
  • Designs and implements various training programs; develops alternative training methods; monitors and records training activities; Assists Director in ensuring City compliance with all training requirements;
  • Maintains employee training database, certifications, and training records;
  • Develops and delivers comprehensive training for new supervisors and established leaders;
  • Develops city-wide safety training initiatives for department delivery;
  • May assist in the collective bargaining process and in the resolution of grievances and arbitration as assigned; interpreting CBAs, regulations, policies, and procedures within areas of expertise, analyzes situations and makes appropriate decisions involving independent judgment;
  • Administers, within areas of expertise, the Human Resources Director’s functions in the absence of the Director;
  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
  • Reviews and analyzes reports, legislation, court cases, and related matters; notifies Director of potential changes needed ensure compliance;
  • Responds to inquiries from, and claims made to, regulatory and compliance agencies, as assigned;
  • Recommends updates to personnel policies to ensure legal compliance and overall efficiency of human resource operations;
  • Communicates with employees, supervisors, and other related parties regarding employee rights and obligations under various laws;
  • Establishes and maintains records and reports within areas of assignment, and/or as required by state and/or federal law and/or City policy;
  • Collects, compiles and prepares information for confidential and special reports, including collective bargaining;
  • Appropriately documents own activities when necessary to create a record for potential legal disputes;
  • Participates in annual and long term planning;
  • Assists in the preparation of the budget for department, and organization-wide position budgets;
  • May provide needed information and demonstrations concerning how to perform certain work tasks to new employees;
  • Becomes and remains current on principles, practices, and new developments in assigned work areas;
  • Responds to citizens’ questions and comments in a courteous and timely manner;
  • Assists in the general administration of the HR office;
  • Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
  • As assigned, performs other duties and undertakes other projects consistent with the role and function of the classification.


  • Bachelor’s Degree in Human Resources Management, Business, or a closely related field; AND
  • Some (1-3 years) experience in Human Resources/Training field; OR
  • Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
  • Must possess excellent administrative skills.
  • Must possess Intermediate to expert skills in Microsoft Office
