Human Resources Consultant - Employee Relations

Primary Purpose of the Organizational Unit:

The purpose of the Human Resources Department at Fayetteville State is to support the institutional mission by providing comprehensive and timely human resource services with respect to recruitment and employment, benefits administration, classification and salary administration, staff development and training, and employee relations for all staff employees, SHRA and EHRA Non-Faculty. The Human Resources Department also monitors the recruitment and hiring process, and provides benefit administration and other HR services for faculty members. In addition, the Associate Vice Chancellor of Human Resources is designated as the University Affirmative Action Officer with full responsibility for the University’s programs of Equal Employment Opportunity through Affirmative Action.

Primary Purpose of the Position:

The primary purpose of this position is to serve as the Manager of Employee Relations and Training. This position supervises a Human Resources Specialist who will monitor performance management and conflict management, provide interpretation of regulations and policies as well as make recommendations as appropriate. The position also supervises a Training specialist who provides coordination of all HR related university training. Position provides services to the administration, SHRA, EHRA Faculty and EHRA Non-Faculty employees, managing a wide range of services and programs and is accountable for all aspects of employee relations which include, but is not limited to consultations, performance management concerns, disciplinary matters, mediation services, policies and procedures, investigations, training, and appeals processes. This position is also responsible for talent management program needs assessment and program management, consulting with supervisors on counseling, coaching and improvement plans, performance Management Program (Work Plans/Appraisals, serves as liaison with the Staff and Faculty Senate and interacts with senior administrators,supervisors/managers, faculty, staff, OSHR, EOC, and the Employment Security. This position co-manages all unemployment insurance requests and handles EEO investigations and ADA issues as needed.

Requirements

Minimum Education and Experience Requirements:

Bachelor’s degree and two years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices in the context of organizational goals and objectives; or an equivalent combination of training and experience.

Knowledge, Skills and Abilities:

•In-depth knowledge of governing federal, state and university regulations, policies, procedures, guidelines and best practices pertaining to EEO and Employee Relations;
•Working knowledge of HR Banner and PeopleAdmin or equivalent HR systems;
•Knowledge of Microsoft Office Suite (Word, Excel, Power Point)
•Ability to work with sensitive confidential data and information.
•Ability to work independently to develop, monitor and complete projects and assignments.
•Ability to interpret and analyze information to make appropriate decisions.
•Ability to consult with various University constituents, including senior management and professional peers.
•Ability to take initiative to develop, monitor, and complete projects and assignments within designated timeframes.
• Ability to exercise judgment and discretion in identifying issues and related problem solving.
• Ability to plan, prioritize organize workflow.
• Excellent analytical and organizational skills.
• Ability to conduct training and make presentations.
• Excellent written, oral communications and interpersonal skills to interact effectively and collaboratively with a wide range of individuals to provide support, manage projects, negotiate, and explain information.
• Demonstrated ability to work both independently and collaboratively within a team.

Preferred Qualifications:

1. Graduated from an accredited college or university with major course work in Business or Public Administration, Human Resources Management, or closely related field.
2. Six (6) years’ experience in human resources management, three (3) years of which must have been in a responsible employee relations position.
3. Experience working within higher education and/or public sector employers;
4. Excellent knowledge of employee relations and equal opportunity laws, policies, and best practices, with a demonstrated ability to exercise keen judgment and discretion in applying and interpreting personnel and departmental rules;
5. Demonstrated ability to manage an investigation process, obtain and verify information, analyzing data, and preparing reports that detail investigative findings, draw appropriate conclusions, and other appropriate best practice solutions.
6. Demonstrated ability to communicate effectively with employees and management on a one-to-one or group basis, to establish and maintain effective working relationships with all levels and areas of the organization, and to work with management executives on complex employee relations and other sensitive issues;
7. Demonstrated ability to communicate effectively both orally and in writing to a wide variety of people through informal interactions and through formal presentations/training and
8. SHRM Certified Professional (PHR) or Senior Professional (SPHR) or similar certifications.
