Reporting to the Chief Operating Officer and serving as a member of the Texas Parks and Wildlife Department (TPWD) senior leadership team, the Human Resources Director provides leadership, direction and oversight for all human capital programs, to include: recruiting and staffing, employee relations, onboarding, performance management, training and organizational development, professional advancement and leadership development, compensation and benefits administration, and employee recognition. Provides guidance and leadership consistent with the Department’s core values of Stewardship, Integrity, Teamwork, Excellence and Service. Leads a group of 30+ human resource professionals and serves as a strategic partner with the department management team in planning for and managing an occupationally diverse and geographically dispersed workforce of approximately 3,200 employees that reflect the diverse citizenry of Texas. The director ensures that all human resource programs are organized for maximum efficiency and appropriately aligned with agency strategic operating plans, and that a network of internal and external partnerships are developed and maintained to enable the department to achieve critical human resource goals. Assists the Chief Operating Officer in establishing personnel policies and priority initiatives to support the on-going recruitment, retention and development of a skilled and diverse workforce. The director assures that internal processes are in place and maintained to ensure all federal and state laws and policies relating to human resources are closely followed. Commonly held best practices for human resource management are known and modeled.

Other duties include, but not limited to:
• Directs activities related to the management of human resource work for the department;
• Oversees the security and maintenance of personnel data in computerized workforce management systems, to include Central Accounting and Payroll/Personnel System (CAPPS), ERS Online, the Human Resources Management System (HRMS), the Uniform Statewide Payroll System (USPS) and leave accounting systems;
• Oversees applicable security profile auditing and maintenance for access to various automated personnel systems such as CAPPS, ERS Online, the Human Resources Management System (HRMS), the Uniform Statewide Payroll System (USPS) and leave accounting systems;
• Oversees the maintenance of current and implementation of new state employee benefits/insurance programs for the department;
• Oversees the department service and retirement award program;
• Oversees the deferred compensation program;
• Oversees human resources training and organizational development program for department employees;
• Oversees the entry of personnel actions and performance plan and evaluation information;
• Provides technical assistance, policy interpretation and consultative advice to TPWD employees, managers and supervisors. Advises managers and staff on performance and disciplinary issues;
• Oversees the development and administration of the HR Division budget to achieve priority goals and objectives. Approves (or recommends) personnel actions (i.e., hires, promotions, merits, etc.), purchases, travel and other operating expenses in accordance with executive guidance or instructions from the Chief Financial Officer;
• Maintains personnel file information;
• Oversees the distribution of group benefits/insurance information and disability payments;
• Develops and interprets department human resources policy; ensures policy information is disseminated to employees in an appropriate and timely manner and that policies are consistently applied across the agency;
• Oversees quarterly reporting of workforce related information for the department such as Texas Workforce Commission Reimbursable Accounts and veteran’s status report;
• Oversees employment verification process for the department.

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Graduation from an accredited college or university with a Bachelor’s degree in Public Administration, Business Administration, Human Resources Management or closely related field.

Ten years experience working in a human resources program and providing senior leadership;
Five years experience in a senior-level professional human resources management position to include supervising a large staff (10 or more), strategic planning, program development and budget administration;
Experience analyzing statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of the Department’s personnel policies and practices;
Experience maintaining records and compiling statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, absenteeism and turn-over rates.
NOTE: Experience may have occurred concurrently.

If driving is required, applicant must possess a valid State driver’s license.
Graduation from an accredited college or university with a Master’s degree in Public Administration, Business Administration, Human Resources Management or closely related field.

Experience in Texas State Government;
Experience working with a workforce that includes commissioned peace officers;
Experience as a Human Resources Specialist in multiple functional areas;
Experience implementing and/or working with the Centralized Accounting and Payroll/Personnel System (CAPPS).

Current HRCI Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification OR SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification.

• Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
• Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;
• Required to travel 15% with possible overnight stays;
• Required to operate a State vehicle;
• Non-smoking environment in State buildings and vehicles.
