Human Resources Director

$60,000 Annual Salary

General Statement of Duties: Performs professional management-level work in designing and implementing human resources policies and practices that maintain a safe, inclusive, and productive work environment in full compliance with all applicable laws, regulations, and policies.

Supervision Received: This position reports to the Town Manager and receives general direction from the Town Manager. Some work is performed according to specific instructions received from the Town Manager, but much of the work is performed independently with little direct supervision.

Supervision Exercised: This position has no immediate subordinates. However, as a member of the Town’s senior management team and the Town’s primary human resources professional, this position exercises general oversight of all HR policies and practices and collaborates with department heads in supervising specific HR matters.

Illustrative Examples of Work:

  • Advises Town Manager and Selectboard on all HR policy matters.
  • Responsible for Town compliance with all HR-related laws and regulations.
  • Leads the Town’s efforts to achieve diversity, inclusion, and equity on the Town staff.
  • Oversees administration of the Town’s compensation system, employee benefits, and HR records.
  • Works with department heads on recruitment, onboarding, training, evaluation, compliance, and HR administrative matters.
  • Acts as a resource to all Town employees on individual or organizational HR matters.
  • Helps negotiate and implement collective bargaining agreements with employee unions.
  • Other duties as required or assigned.

Requirements

Experience performing professional level HR work, including extensive knowledge of and experience with current HR laws and practices, is required. Experience in diverse or diversifying organizations is strongly preferred. Municipal government experience also is preferred.
