Human Resources Director

POSITION SUMMARY:

The Human Resource Director is directly responsible for the overall development, administration, coordination and evaluation of the human resource functions for the company: including all payroll related functions, company offered benefit programs, personnel policies, procedures and standards, staff development and training, the employee life-cycle, compensation and benefits administration, state/federal labor law compliance, orientation and on-boarding, off-boarding, safety and risk management strategies, recruitment and retention, and HCM/HRIS/ATS/LMS tracking.

 The Human Resources Director is also directly responsible for planning and coordinating all activities related to the company’s fleet operations. To include, repairs and maintenance, purchasing, fuel programs, driver safety and training, DOT compliance, and recordkeeping. The Human Resource Director will work closely with their team, the district managers, sales managers, and other company management in providing them the necessary support in all areas related to fleet also including all administration functions.

 PRIMARY DUTIES AND RESPONSIBILITIES:

  • Develops and directs various human resources plans and procedures for all company personnel based on best practices and employment laws.
  • Plans, organizes, trends and controls all activities of the department. Develops and aligns department goals, objectives and systems in all areas of HR related to the business objective.
  • Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget) determining fiscal responsibility; analyzes compensation; monitors the performance evaluation program and revises as necessary.
  • Reviews, endorses or makes recommendations for hiring, staff increases, promotions and reclassifications.
  • Serves as primary liaison to staff, administrators, agency representatives, insurance brokers, employment legal counsel and other external professionals for HR to also include benefits and payroll activities as well.
  • Work with primary insurance broker to secure and oversee employee insurance benefit package to include; healthcare, dental, vision, LTD, STD, Life Insurance, FSA, HSA, HRA, etc.
  • Interacts with executives, management teams and staff to exchange information using expertise to provide guidance in HR related matters.
  • Establishes and maintains appropriate network of professional contacts and associations.
  • Provides consultative services with all staff members to discuss employment concerns and requests and determines best course of action for effective resolution.
  • Facilitates and conducts supervisory trainings on personnel related matters, mandated legal employment law compliance and staff development. Works with HR team to implement.
  • Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow.
  • Implements compliance with all federal and state legislation relating to employment labor laws; including maintaining other records, reports and logs to conform to EEO regulations, FMLA, ADA, ADAAA and ACA.
  • Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements; manages and negotiates with recruiters, works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews. Succession Planning.
    • Develops and implements new pre-screening efforts companywide (example: AssureHire/Checkster.com)
  • Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational charts and employee directory as needed.
  • Ensures staff is communicated with appropriately and informed of changes/updates to Crown’s policies and procedures and coaches appropriate communication between management and staff for disciplinary actions.
  • Participates on committees and special projects and seeks additional responsibilities.
  • Evaluates reports, decisions and results of department initiatives in relation to established goals. Participates in short and long-term strategic planning, recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
  • Consults with legal counsel as appropriate, or as directed by the Co-Presidents/CEO, on personnel matters.
  • Maintains knowledge of industry trends and employment legislation and ensures organization's compliance.

 FLEET:

  • Oversees all Fleet Department employees and responsibilities; with the assistance of other managers
  • Develops and implements Fleet Department goals, objectives, standards and priorities.
  • Participates and negotiates Company’s RFP process as leasing company and fleet contracts expire. (Negotiating best pricing for sales vehicles and trucks. Weighing the advantages and disadvantages of leasing, purchasing, and alternative fuel options.)
  • Research and review other fleet related costs savings for the company / Research and review options for new vehicle options.
  • Maintains and updates the company Fleet Safety Manual.
  • Reviews fleet related invoices for accuracy and approval.

Requirements

 REQUIRED SKILLS:

  • Extensive & broad knowledge of various employment laws and practices (union environment highly preferred)
  • Proficient in Microsoft Office suite (Word, Excel, Outlook, PowerPoint, Access, Publisher, etc.)
  • Excellent, Effective and Professional oral and written communication skills
  • Must have proven high-quality internal & external customer service skills
  • Excellent interpersonal skills; confidence in speaking with executive leaders
  • Exceptional skills in database implementation, management and record keeping (HCM/HRIS/ATS/LMS)
  • Intermediate knowledge of Federal Motor Carrier Safety Regulations (FMCSR) and Department of Transportation (DOT) regulations.
  • Ability to exhibit an extremely high-level of confidentiality in all matters

 EDUCATION, TRAINING AND EXPERIENCE:

  • Bachelor’s Degree in HR, Business Administration/Management, Organizational Leadership, Psychology, or Accounting required; Master’s Degree preferred
  • HR Professional Certification required (SHRM-CP, PHR, or other related certification), SHRM-SCP or SPHR preferred
  • 7-10 years of direct HR Generalist/Specialist/Manager experience; preferable in a service & union environment
  • 3-5 years of increasing managerial or leadership responsibilities
  • Experience in the development and implementation of HR programs and systems
  • Expert knowledge in the ability to lead not only a team, but an organization as a whole

 PHYSICAL DEMANDS:

  • Must be able to work in a professional work/office setting that requires sitting, standing, walking, bending, talking, and hearing – frequently/daily
  • Must be able to lift, up to 30lbs – occasionally
  • Must be able to drive, up to 5 hours in a single day – occasionally
