Leads, plans, develops, implements, manages and evaluates college-wide human resources’ functions and activities to ensure consistent application of district policies and procedures as well as applicable laws and regulations.  Serves as internal consultant to provide advice and assistance; serves as a liaison between district and college on HR related matters, serves as a contributing member of district wide HR directors council and contributes to development of system wide initiatives.  Applies accepted human resources techniques, uses knowledge of a variety of personnel practices and problems, and exercises professional judgement.  Works with a diverse population of administrators, faculty, staff, students and the public.  Provides direct supervision to Human Resources full and part time staff.   

Requirements

1. Bachelor's degree or higher in human resources or directly related field
2. Six (6) years of progressively responsible professional experience in the administration of policies and procedures, advanced, complex analysis, and program oversight. 
3. Two (2) years supervisory experience
4. OR – an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.  

1. Master's degree or higher in human resources management, business administration, public administration or related field
2. PHR, SPHR, SHRM-CP or SHRM-SCP certification
3. Five (5) or more years of full-time progressively responsible leadership experience managing a multi-functional human resources department including payroll processing, employee relations, compensation and recruitment.
4. Five (5) or more years of full-time experience working in the public sector or educational environment.
5. Five (5) or more years’ full-time experience interpreting policies, analyzing, developing and implementing process improvements in a human resources environment.
6. Five (5) or more years full-time experience in employee development and training.
7. Two (2) or more years’ experience working in a multi-site operation.
