Human Resources Director

The People and Culture Director (P+C) will provide professional leadership for a City organization that is in a community experiencing explosive growth in the Austin, Texas region. The new Director will be responsible for ensuring that the department transitions to the next level to accommodate this growth. This position communicates with executive leadership on personnel issues and provides guidance to City departments regarding issues including compensation, recruitment, retention, employee relations and benefits. The new Director will be responsible for implementing a new compensation and class study, creating a robust employee training program utilizing results from the employee engagement survey and working with departments on best practices for recruitment and retention. The City has 378 full time employees, no civil service and the P+C department has 4 employees including the Director.

Requirements

Essential Functions:

  • Communicate with Executive Leadership on personnel issues as required.
  • Determine workforce needs and develop strategies to meet those needs.
  • Examine hiring trends in anticipation of the City’s response to a changing labor market.
  • Provide strategic and operational leadership regarding compensation and benefits.
  • Align the People and Culture function with the overall business strategy of the City.
  • Participate with the Executive Leadership team to challenge status quo and enhance organizational performance.
  • Champion employee relations, encourage teamwork and foster employee engagement. Provide ongoing coaching and counseling to help supervisors proactively manage employee performance and facilitate employee committees
  • Ensure all policies and procedures comply with applicable labor and employment laws.
  • Develop and monitor P + C budget.
  • Implement and maintain a performance evaluation system that complies with professionally accepted theories for evaluating employees and encourages employee accountability and development.

Knowledge, Skills and Abilities

  • Knowledge of best practices for organizational and management practices as they apply to programs, policies and operational needs.
  • Knowledge of principles of supervision, training and performance evaluation.
  • Knowledge of organization, function and authority of various City departments.
  • Knowledge of pertinent Federal and State laws.
  • Ability to analyze problems, develop plans for resolution, anticipate consequences of proposed resolutions, and administer the plans in support of City goals.
  • Ability to perform all job duties with an exemplary level of professionalism and exercising appropriate level of confidentiality and diplomacy.
  • Ability to research, analyze and evaluate new service delivery methods, procedures and techniques.
  • Ability to prepare and present clear and concise administrative and financial reports.
  • Ability to establish and maintain effective working relationship with City staff and officials, other government officials, community groups, the general public and media representatives.
  • Ability to analyze and make recommendations regarding appropriate HRIS systems.

 

Qualifications

  • Bachelor’s Degree in Human Resources, Business or related field.
  • 7 to 10 years of progressively responsible professional experience in Human Resources to include a minimum of 3 years of experience as Department Manager/Director
  • Experience in Local Government highly preferred.
  • A valid Texas driver’s license is required.
