Job Objective: Performs duties at the professional level in the following functional areas: employee relations, training, and employment. Requires an extremely perceptive person who is capable of relating to individuals at all levels within the organization. The generalist must be sensitive to corporate needs, employee goodwill and the business needs.

Essential Functions:

  • Administers various Salvation Army human resource plans and procedures. Communicates human resource policies, procedures, laws, standards and other government regulations to employees and managers. 
  • Screens and interviews job applicants to fill entry-level, general labor, and professional job openings.       Reviews applications and interviews applicants to match experience and qualifications with specific job-related requirements. Coordinates with Divisional HR to place job postings on the website. Conducts reference checks.
  • Conducts new-employee orientations, and completes I-9s for new hires.
  • Keeps employee records up to date by processing employee status changes through DHQ in timely fashion, communicating proper approvals to Dane County management.
  • Conducts exit interviews, analyzes data and makes recommendations to the management team for corrective action and continuous improvement. 
  • Maintains human resource information system records and compiles reports from the database.
  • Ensures compliance with federal, state, and local employment laws and regulations.
  • Manages and tracks all employee disciplinary action; consults with Divisional HR and coaches, counsels, and guides managers before executing employee disciplinary actions.
  • Reports vacation, sick, personal day, holiday use and other absences to payroll. Maintains and distributes report of same. Maintains awareness of employee absences and the potential need for FMLA or other forms of leave, coordinating with Divisional HR to ensure proper application.
  • Distributes and monitors employee performance evaluations and ensures they are done in a timely manner.
  • Reports all workers' compensation cases.
  • Maintains and coordinates employee recognition programs.
  • Acts as an employee relations specialist, responding to employee relations issues such as employee complaints and harassment allegations. Represents management in investigating complaints, keeping headquarters involved throughout.
  • Assists in organizational training and development efforts.
  • Maintains command organization charts.

Skills/Abilities:

  • Thorough knowledge of Human Resource practices, Federal and State and local employment laws.
  • Excellent customer service skills.
  • Payroll processing knowledge is a plus.
  • Proficiency in the use of Microsoft Office software applications, e-mail, and a high level of ability to use Internet applications.
  • Communication and management style that exhibits the principles and values of the Army as well as fosters team relationships and effectively communicates information.
  • Capable of constructing and routing correspondence without supervision, and answering questions regarding benefits and other HR matters.
  • Close attention to detail and high level of confidentiality.
  • Team player, a self-starter and perform well with minimum supervision.
  • Demonstrated ability to think independently, able to handle several projects at the same time and exercise sound judgment.
  • Ability to work a flexible schedule, including nights, weekends and holidays if necessary.
  • Ability to speak, write and understand English in a manner sufficient for effective communication with leadership and staff.

Requirements

Minimum Qualifications:

The requirements listed below are representative of the minimal education, experience, skills, and/or abilities required for this position.

Education: Bachelors in HR or related field (e.g., organizational development; business or management w/HR track; etc.)

Experience: Three years experience in Human Resources, with management experience.

Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Certifications: PHR or SHRM-CP preferred; Valid Wisconsin driver’s license with clearance to drive through TSA insurance.
