Position Summary

The incumbent is responsible for providing leadership, planning, project coordination and management for the design and oversight of HRIS & Total Rewards initiatives in support of the organization's goals and practices, including workforce intelligence and predictive analytics.
The incumbent works collaboratively and serves as the primary interface between HR, Information Technology, software vendors, Finance (Accounting/Payroll) to insure integrity of the HR information systems and data. S/he provides a leadership role in the management of all HR Systems, and all its HR components, as well as day-to-day operations of the HRIS and benefits functions. Concurrently, this position will oversee workforce intelligence and predictive analytics initiatives, and have responsibility for analyzing and managing all related activities. This position is accountable for ensuring successful delivery of functional services to users throughout the organization.
HR Information Systems Oversight: This role will manage and maintain the Human Resources systems of record, including the core HR system, Applicant Tracking and Learning / Talent Management systems (in addition to any other human capital systems), ensuring proper compliance, data integrity, data flow and system connectivity and security. This position will support ongoing process improvement activities and proactively manage the business intelligence reporting, generating greater efficiency and structure for the organization’s HR system needs.

Essential Functions
 
Critical Responsibilities Include: 

  • Partner with HR leadership, information technology and finance to manage the delivery and utilization of the organization's HRIS resources including system and business requirements, the design and implementation of HRIS solutions, oversight of HRIS best practices.
  • Lead the implementation of, and manage, the analysis of HR data and metrics to provide relevant information and predictive analytics to HR and leadership in support of business objectives.
  • Manage the HRIS day-to-day activities to support the HR, and other interrelated functions. Foster and maintain positive relationships with HRIS constituents, including management and the HRIS customer base. Serve as an interface between internal/external customers and functional team members to ensure effective definition of and delivery of HRIS applications. Provide overall prioritization of work assignments and/or management of functional team resources.
  • Promote proactive approaches using the HRIS to solve business needs/problems while also enhancing the understanding and acceptance of the HRIS capabilities. Based on business need, negotiate priorities and support requirements with functional staff and others as appropriate.
  • Plan and forecast HRIS needs and applications. Maintain awareness of vendor plans and the potential impact of those plans on current and future HRIS functionality. Review impending business issues that will have a direct impact on the HRIS and provide HR Leadership with an assessment of the HRIS impact, scheduling considerations and other information required for a complete business case.
  • Design, configure, and maintain HRIS for compensation, benefits and recruitment data regarding movement of employees within the organization.
  • Partner with functional business areas to understand, evaluate and improve/streamline HR system processes and services to employees. Make recommendations and develop requirements based on system and functional knowledge.
  • Manage all HR systems vendor relationships, contracts and statements of work.
  • Perform system and data audits, and ensure data integrity; Performs/oversees a variety of day-to-day administrative functions ensuring data integrity and the processing and reporting of HR data.
  • Create and manage metrics, Service Level Agreements (SLAs) and dashboards.
  • Manage HRIS systems development, enhancements, and process improvements. Document workflows and processes pertaining to company actions as they relate to the HRIS.
  • Ensure site HR resources are trained on the HRIS, along with applicable processes and procedures. Will function as Lead in developing and delivering effective and audience appropriate presentations and communications.
  • Provide ad hoc and standardized reports, upon request.
  • Lead HRIS projects, creating and presenting business case when appropriate, developing and executing project plans, and delivering results within targeted timeframes and within budget.
  • Other projects/responsibilities as assigned.

Systems Management

  • Develop reporting and dashboard analytics to support business needs.
  • Lead collaboration with fellow HR team members as well as Payroll, Finance and IT to ensure accurate, timely and efficient processing of business transactions.
  • Provide HRIS problem resolution support, including development, testing, and implementation of process improvements.
  • Meets with users to analyze, design, develop, integrate, test, and implement system applications to meet special and on-going needs of associates and leadership.
  • Leads project teams for system upgrades, enhancements, evaluations and data integration.
  • Documents and maintains setup details for all system configurations.
  • Analyzes current processes and makes recommendations/implement improvement.
  • Identify new functionality and recommend/implement changes.

Project Management

  • Leads cross-functional projects or broad organizational initiatives to enhance capability, build alignment and lead process improvement efforts.
  • Adapts to changing priorities including evaluation of potential partnership activity as required and supports special projects as needed.
  • Understanding the strategic objectives of the HR department and manage multiple HR projects to improve processes and streamline service delivery
  • Intake information and become well versed on the HR department needs, considering the process and services available. Makes “best practice” recommendations to ensure optimal use of knowledge, process and technology.
  • Develop project specifications and objectives from initiation to delivery for projects of moderate complexity.
  • Prepare, maintain, and update project plans, agendas and systems set-up for projects. This includes determining project steps, activities, the sequence of events, critical success paths, dependencies and the duration of tasks.
  • Serve as a central point of contact to routinely relay, facilitate and keep stakeholders apprised of the project’s status and respond to questions or inquiries regarding the project. Monitor project deliverables and progress through the duration of the project plan, managing deviations as appropriate, including project scope.

  • Exhibits comprehensive knowledge of and skill in the interpretation of labor laws, union contracts, EEO and civil rights laws, including without limitation, Title VII of the Civil Rights Act, the Americans with Disabilities Amendments Act, Section 504, the Rehabilitation Acts of 1973, the Age Discrimination in Employment Act of 1967, Title IX of the 1972 Education Amendments and FMLA laws and regulations
  • HR Information Systems including applicant tracking, performance management

Qualifications:

  • Master’s degree in Human Resources, Business Management or other related discipline, and/or 8 – 10 years related Human Resources/Systems Experience
  • Fluency in Spanish is an asset
  • Such alternatives to the above qualifications as the Superintendent and/or Board of Education may find appropriate
