Under direction of the VP Personnel Administration, this position will be responsible for providing management of vendors and Third Party Administrators (TPA) responsible for the delivery of health and retirement benefits. Manage the entire workflow for all contracts in delivery of health and retirement benefits. This manager will manage two employees who will be dedicated in the processing of employee deductions and invoices relating to the benefits program. In addition this manager will provide leadership or assistance in other HR programs to include; staffing, employment processing, records management, employee relations and retention, federal/state compliance reports, and completing personnel transactions.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

Those duties necessary to meet the minimum requirements of the position.

• Develops human resources solutions by collecting and analyzing information; recommending courses of action.

• Assist in the management of all employee benefits (health/retirement) for union contract transitions, as well as the auditing/payment of monthly carrier invoices and employee benefit allocations.

• Improves manager and employee performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solution; coaching and counseling managers and employees, as needed.

• Completes special projects by clarifying project objective; setting timetables and schedule; conducting research; developing and organizing information; and auditing related to benefits. Must have knowledge of ERISA , HIPPA, and PP&ACA requirements.

• Manages client (contracts) expectations by communicating project status and issues; resolving concerns; analyzing time and cost issues; preparing reports.

• Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; and advising the VP on needed actions. Must also be familiar with OFCCP/AAP compliance, EEO-1, VETS 100A, Self-Identification, AB 1825 Compliance, Wage Theft, Sick and Safe Laws, etc.

• Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

• Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.

QUALIFICATIONS: 

To perform this job successfully, the individual must be able to perform each essential duty satisfactorily. • Bachelor’s degree, or closely related field, from an accredited college preferred.

• 5-10 years relevant human resources experience

• Attention to detail with an appreciation of the “big picture”

• Ability to prioritize, while monitoring timeliness of completion and achievement of objectives

• Must possess the ability to work independently with little supervision and/or direction.

• Have excellent verbal and written communication skills; research ability; and mathematical skills.

• Proven excellent customer service skills and ability to be flexible, a team player and interface professionally with all levels of internal and external customers.

• High level of proficiency with Microsoft Word, Excel, and PowerPoint. • Excellent organizational skills; detail oriented.

• Must be able to organize and maintain filing system, as well as client profiles.

• Strong interpersonal and communication skills, team player.

• Ability to lead and coach employees under their supervision.

• Working knowledge of HRIS systems highly desirable
