The Human Resources Manager is responsible for providing Human Resource support to the Business Unit in the areas of staffing, training & development, employee relations, compensation and benefits. This includes the implementation of Lhoist North America (LNA) compensation programs, annual and long-term incentive plans, the performance appraisal process, succession planning, all company policies & procedures, employment, training programs, employee recognition, employee surveys, expatriate assignments, union avoidance, and employee relations. This position works closely with the business unit management to provide the tools necessary to effectively administer the above programs. Assists in the further development of strategic HR planning for employees.

This position affects LNA’s financial gain as a result of positive employee/management involvement, cooperation and communication. The HR Manager ensures that all areas of HR are communicated in a professional, accurate and timely manner. Interacts with the Head Office and Human Resources team to learn and share missions, HR issues and procedures.

The incumbent works closely with Training & Development, Compensation, Benefits, Payroll, Legal, upper management personnel, plant personnel and all employees.


  1. Manages and implements LNA’s human resources and benefits programs and communicates vital information and service all employees in the Business Unit
  2. Participates in the recruitment process, discussing staff needs with managers and conducting interviews where appropriate.
  3. Implements the company’s compensation system. Analyzes compensation issues in relation to acquisitions, mergers, relocations expatriate assignments and reductions. Assists in budget planning and minimizing departmental costs. Keeps LNA competitive to hire and keep outstanding personnel while making sure LNA spending is controlled.
  4. Develops and guides HR procedures: assists in preparing and evaluating position descriptions, recruitment and placement, policy development and administration, training programs and on-going strategic career development of employees.
  5. Assures compliance in all areas of HR law, EEO1 reporting, etc.
  6. Counsels management on how to handle personnel problems and investigates and/or resolves other employee relations issues, either directly or through advice to line management.
  7. Designs and controls HR procedures, work flow, reports and work requirements to ensure cooperation and uniformity throughout LNA.
  8. Creates and directs innovations and improvements for successful, competent management of Human Resources. Motivates, leads, and directs the very heavy and diverse workload of department. Acts quickly and decisively to satisfy in-house customers.
  9. Responsible for driving the performance and talent management process and assisting the leaders in identifying high potentials across the business unit.  
  10. May serve as the business unit contact and company representative with various government agencies including the State Employment Office, Department of Labor, EEOC, NLRB, OFCCP, and local agencies.
  11. Responsible for investigating and making recommendations for all EEOC and other third party complaints to internal and external legal resources.
  12. Provides guidance and support relating to the union avoidance at all East Minerals plant and mine locations.
  13. Performs other duties as assigned.

  • Minimum of 5-10 years of progressive HR experience in a union or non-union manufacturing, construction, mining, environment is required.
  • Previous multi-location HR leadership role desired.


  • Bachelor's Degree in HR, Business, Organizational Communications, Management, and/or Industrial Relations or related field is required.
  • Master’s degree is a plus.
  • PHR/SPHR Certification Preferred.


  • Requires a high-level knowledge of human resources procedures and law, management and very familiar with benefits and payroll procedures
  • Excellent communication and customer service skills are paramount for this position.
  • This position requires continuous follow-through and closure.
  • Must maintain complete confidentiality and interact with all levels of the organization in a professional, confident and effective manner.
  • Willing to pursue on-going education to stay current with HR issues and laws.
  • Ability to exercise good judgment within the guidelines set by the Director of Human Resources
  • Training and experience in leadership and communication modules is a plus.
  • Strong verbal and written communication skills and the ability to communicate on all levels.
  • Strong analytical and problem solving skills.
  • Strong presentation and public speaking skills.
  • Previous union avoidance training is a plus.
  • Must be visible HR leader at our facilities.
  • Proven ability to work independently and must be self-directed.
  • Has a demonstrated ability to plan, organize, be detailed, and delegate. 
  • Ability to prioritize and manage multiple tasks/projects and meeting all required deadlines.
  • Strong sense of urgency in meeting customer needs.
  • Strong working knowledge of Family Medical Act, EEOC, ADA, and other related local, state, and federal labor laws is required.
  • Must have strong working knowledge of Microsoft Excel, Word and PowerPoint software.
  • Previous SAP and HRIS knowledge is a plus.

Physical Demands include, but are not limited to:

  • Must be capable of working any shift, on-call, long hours, or seven days a week, if needed.
  • Access all areas within a site which could include heights of 120 feet, confined spaces, climbing ladders or stairs, and accessing tunnels.
  • Will be working most of the times in an office environment but may have to be out in a mining environment.
  • The employee could be exposed to the following working conditions if out in the mining environment: Extreme Heat and Cold, Noise, Vibration, Oils, and Atmospheric Conditions such as Dust, Fumes, and Mineral/Lime Particles.
  • The employee will be required to perform the following actions (from time to time): Standing, walking, balancing, stooping, kneeling, reaching, talking, seeing, hearing, typing, and sitting.
  • Ability to lift up to 50 pounds
  • Ability to travel up to 50%.
