Salary: $114,771.28 - $145,479.36

Location: Chinook Building - 401 5th Ave, Seattle

Job Type: Career Service, Full Time, 40 hrs/week

 

SUMMARY:

The Department of Executive Services (DES) is searching for an experienced leader in human resources to serve as the Human Resources Manager III where you will provide strategic leadership in developing and maintaining a highly-skilled, diverse, and engaged workforce and delivering quality human resource services to DES.  
 
You will have a matrixed reporting relationship, reporting directly to the County's Human Resources Service Delivery (HRSD) Division Director as well as to the Deputy Director of DES.  You will support the HRSD Division Director in efforts to identify best practices, adhere to standard work, and make quality improvements to the delivery of human resources within DES. 
 
You will work closely with the Deputy Director to align and effectively integrate county and department human resource programs and strategic initiatives. You will use your strong interpersonal skills to foster collaborative relationships, build effective teams and networks at all levels in the county, influence change, and engage in effective problem solving.  
 
In addition to leading a team of highly-skilled human resource professionals, you will proactively assess and resolve employee relations issues across the organization, interpret employment law, and apply HR policies and practices. Our goal is to provide reliable, efficient, customer-focused human resource services while at the same time maintaining consistency and reducing organizational liability.
 
About the Department of Executive Services
Through a workforce of 950 employees, most of whom are represented by labor unions (17 collective bargaining agreements with a total of 28 bargaining units), DES provides internal services to other County agencies that include finance, accounting, and risk management. DES also provides some direct services to residents, such as licensing and animal services. At the beginning of 2019 DES added fleet services and the King County International Airport to its functions.

JOB DUTIES:

  • Lead and Develop an HR team in order to effectively meet the Human Resource needs of DES, through practices that include:
    • Supporting continuous learning and development of skills.
    • Setting goals for high-quality and customer-focused service.
    • Measuring progress on achieving goals.
  • Lead staff in the design, implementation and administration of systems for recruiting a high-quality, diverse workforce that is prepared to meet DES's evolving business needs.
  • Shape HR processes to promote an organizational culture that supports and embraces equity and social justice for employees and the community.
  • Manage high-quality, timely, and customer-focused HR Service Delivery to include:
    • Promoting an environment of continuous learning and development of skills.
    • Fostering a model of every employee being accountable for high-quality service delivery.
    • Contributing to creating a work environment that is welcoming and supportive to all employees.
  • Advise managers on HR policies and procedures.
  • Work Closely with the Office of Labor Relations, senior management, and union management in the administration of multiple collective bargaining agreements.
  • Collaborate with the Department of Human Resources and other department human resource managers in implementing consistent best practices to service delivery across the County.
  • Be a Leader in the implementation of change initiatives and process improvement. Encourage others to challenge common practices and generates new ideas.
  • Identify HR issues that cut across the agency and lead them to resolution.
  • Support the creation and implementation of a workforce development plan for all levels of employees throughout the agency.
  • Work closely with managers and employees to provide guidance on reasonable accommodations, ADA compliance, return-to-work issues, and other leave related matters.
  • Foster a culture of accountability, collaboration, and innovation.  Use measurement and monitoring systems for accountability and achieving desired outcomes.
  • Coach others to close performance gaps and increase capacity.
  • Deliver/Manage a variety of trainings/workforce development activities to all levels of DES.

 


Requirements

Minimum Qualifications:

  • Bachelor's degree in HR Management, business, social sciences or related discipline; AND
  • Six (6) years of increasingly responsible experience in human resources at the professional/management level; OR
  • Any equivalent combination of education and experience that provides the applicant with the required knowledge, skills, and abilities to perform the work.


Other Qualifications:

  • Direct working knowledge and proven track record of successfully managing/administering a variety of major HR functions including employee relations, labor relations, workforce planning, recruitment, classification, HRIS, training & development, coaching managers on performance management, and relevant HR/labor laws and regulations.
  • Demonstrated commitment to equity and inclusion, including understanding the sometimes nuanced impact of policies and practices on a diverse workforce.
  • Strong interpersonal skills used to build effective work relationships, problem solve and influence change.
  • Demonstrated skill in resolving workplace conflict.
  • Skill at effectively managing multiple and competing priorities in a fast-paced environment.
  • Demonstrated ability in, and experience with, advising and influencing leaders on a variety of complex HR/Labor matters, providing feedback and insight that will result in sound decision making.
  • Ability to take initiative and champion ideas.
  • Ability to effectively communicate in both written and verbal form to a variety of audiences.
  • Strong experience managing complex employee leave issues and programs.

  • SHRM-SCP Certification
  • Experience in the public sector
  • Experience in a unionized environment
