UCLA Research Administration seeks an energetic, detail-oriented, and motivated professional to serve as the Human Resource Manager in the Office of Business and Financial Services (OBFS). The position has primary responsibility for administering the daily human resources operations within the Vice Chancellor for Research (VCR). The Manager reports to the Director of OBFS and delivers the full range of human capital management services for over 220 employees from recruitment to separation to sustain a streamlined customer-focused experience for all employees. This includes overseeing the new employee on-boarding, orientation, job classifications, hiring actions, and compensation and incentive programs. Oversee the work of the HR Analyst for payroll operations to effectively coordinate Web-based time reporting interfacing with UCPath to meet all payroll deadlines. Oversee the work of the Senior HR Generalist and to implement an effective high-yield recruitment program in the field of research administration. Oversee all regulatory and compliance areas, including required training related to staff personnel (ethics, sexual harassment, etc.) to minimize the organizations exposure to risk. Manages all progressive disciplinary actions, employee/labor relations, and coordinates all policy matters with relevant central offices. Advises management and supervisory staff regarding job descriptions, performance management and progressive discipline. Supervises the procedures and processes for the University's personnel and payroll systems and directs the maintenance of staff personnel files and security of electronic records

The Office of Business and Financial Services (OBFS) provides the full range of business services for the Vice Chancellor for Research organization including human resources and payroll, financial reporting, monitoring, and analysis, purchasing and reimbursements, compliance, building operations, and space management. This primarily involves the seven units within Office of Research Administration (ORA) division with 200 staff, the three departments within the Vice Chancellor's Research Enhancement Office (VC REO) division with 20 staff, and assistance to the Technology Development Group (TDG) division with 50 staff as needed. The OBFS supports an annual budget of approximately $57 million for an organization that includes over 250 staff members in multiple locations on campus and over 68,000 square feet of high-rise office space in the Wilshire Glendon Building on four floors. The organization supports UCLA's primary purpose as a public research university with a portfolio of over $1 billion for the creation, dissemination, preservation and application of knowledge for the betterment of our global society
