PRINCIPAL DUTIES:

Manage the overall daily administration of the Human Resource functions of compliance, compensation, benefits, employee relations, organizational development, training, performance, and recruitment including planning, organizing, developing, implementing, coordinating. Work is performed for all Township and Sewerage Authority employees.  Does related tasks as required.  Supervise the HR Assistant Manager.

 

JOB REQUIREMENTS:

Ensure personnel policies, procedures, rules and regulations are up-to-date and comply with local, state and federal laws. Make recommendations to the Township Administrator regarding developing new or updating current policies. Prepare capital and operating budgets and monitor expenditures. Manage the Township’s compensation program for all municipal employees. Includes assistance in the development of measurable goals and objectives, up to date job descriptions, employee reviews, Coordinate with the Administrator toprepare salary survey information every two years in support of the municipal Pay-for-Performance program. Prepare Salary Ordinance in conjunction with the CFO. Coordinate the employee review process, working with department heads to ensure accurate and timely submission of reports in support of the Township’s Pay-for-Performance program. Oversee the employee benefits programs including contract renewal negotiations and research of alternative vendors. Assist department heads in complying with applicable state and federal laws on human resource matters. Oversee an effective recruitment program to place qualified candidates in vacant positions including job postings, advertising, interviewing, resolution preparation, new hire orientation meetings, etc. Oversee the recruiting of all open positions in conjunction with the appropriate Department Head.   Ensure that personnel files are complete and current and that all required documentation is available. Implement and oversee the use of the EDMUNDS HR package and time keeping software. Assist the Township Administrator in labor contract negotiations, fact-finding, mediation, grievance and interest arbitration proceedings. Establish the process and conducts employee grievance hearings; investigates personnel problems and prepares informative reports containing facts, conclusions, and recommendation. Perform analytic assessments of workflows, processes and procedures. Oversee the exit process for employees, to include time/pay calculations, resolutions and exit interviews. Counsel employees on the retirement process. Annual maintenance of the database for Accumulated Absence calculations and forward to the CFO for verification. Attend all Department Head meetings scheduled by the Township Administrator.

Requirements

Education: Bachelor’s degree in Human Resource Management, Public Administration or other related field required, Masters Degree in Public Administration a plus. A minimum of 5 years experience in management and personnel administration in the public sector preferred, private sector experience may be considered.  Prefer certification PHR or SPHR.

Experience: Requires a minimum of 5 years experience in a Department of Human Resources

Special Requirements: Thorough knowledge of PC environment, spreadsheet design and development, word processing and database packages, specifically MS Office. Requires possession of a valid driver’s license. Experience with EDMUNDS a plus.  Must reside in New Jersey.
