KMEA is a multi-discipline Engineering firm serving government and commercial economic sectors providing Environmental Compliance & Remediation, A&E Design/Build Management, Staff Augmentation and Energy Conservation Services to a nationwide customer base.  We seek a full time Human Resources Manager with 8 to 10 years of broadly based experience with real strengths in recruiting and oversight of Federal law and multi-state employment regulatory compliance.  The position is based in San Diego County and will report to the Company COO.

 

Responsibilities:

 

  • Develop with the KMEA Management Team and execute with that Team and the Human Resources Department personnel the HR policies, procedures and programs that not only ensure compliance with Federal, State and Municipal laws and regulations, but keep KMEA competitive in the employment market places in which we operate.  Provide/Coordinate periodic management training to refresh and introduce new/revised laws, regulations and ordinances for Company compliance.
  • Through individual and employee interaction sustain the ombudsman role of the Human Resources Department as a trusted/confidential resource to discuss sensitive employee/management matters.
  • Earn the confidence and trust of the Management Team and Employees alike as being a fair and objective resource of counsel and guidance, if necessary, for the resolution of any employee-management issues.
  • Manage/Mentor professional/administrative Human Resources Department personnel development.
  • Recruitment/Retention of executive, management, full-time and part-time engineering, scientific, professional, technical and administrative personnel for multi-state contract locations.
  • Train and provide resource counsel for all levels of management in matters of employee work performance improvement or incidents requiring disciplinary action.
  • Prepare draft response for any contract proposals requiring Human Resources information submissions (e.g. Affirmative Action Plan’s and any hiring goals).
  • Bi-Annually review/revise Employee Handbook; utilize Newsletter to communicate appropriate Company Policies/Procedures that directly impact employees.
  • Create/Maintain accurate employee records consistent with corporate information needs and record retention laws.
  • Ensure “drug-free” workplace environment, beginning with new employee drug testing.
  • Process and coordinate various customer facility security access programs.
  • Group Insurance Program and other Voluntary Fringe Benefits Enrollment, Administration and vendor interface.
  • Oversee the Employee Work Performance and Compensation systems administration.
  • Initiate/Revise/Communicate appropriate Human Resources Policies and Procedures and schedule any related employee training.
  • Oversee the publication of Employee and Safety Newsletters.
  • Experience utilizing payroll subscription Human Resources Consulting Services (e.g. Paychex, ADP) desirable.

Requirements

Qualifications:

  • 8 - 10 years of Human Resources functional work experience, preferably in a service based industry with a significant compliment of engineering and/or scientific personnel doing business with the Federal Government.
  • 3+ years of Human Resources management or supervisory experience.
  • Excellent verbal and written communication skills (a 2- or 3-page writing sample would be helpful).
  • Excellent working knowledge of MS Word and Excel; PowerPoint would be a plus.
  • Baccalaureate Degree with appropriate major (e.g. Human Resources, Industrial/Labor Relations, Psychology) from a University with a well-recognized accreditation organization; MBA with concentration in Human Resources or Organizational Behavior would be a plus.
  • Working knowledge of Federal and various state labor laws (especially California and familiarization with State and Municipal Sick Leave regulations).
  • PHR or SPHR Certification a plus.

Other Requirements:

  • Valid driver’s license
  • Must be a U.S. resident or have permanent citizenship
  • Must pass a drug test before beginning employment
