Under limited direction of the HR Business Partner in Human Resources, provides counsel to the Dean, Deputy Dean, four Associate Deans, 22 department chairs, and 23 program/center directors, faculty and staff on all matters of Human Resources management. Effectively manage and serve as the HR subject matter expert for all essential human resources, to include staffing approvals, position development, unit reorganization, all recruitment, hiring, training, promotion actions via reclassifications, and retirement, resignation, and termination activities. Consults with College leadership and management in the strategic planning process and development of human resources strategies that support the College’s needs. Develops and maintains on-going Human Resources (HR) procedures. Effectively manages a wide variety of complex human resources issues – many of which are highly sensitive in nature.




• Manage the College-wide recruitment process for all benefitted hires. For all approved searches, works in conjunction with the hiring manager/search committee on job description development, creation of advertisement and ad placement decisions as well as processing the request to recruit submission at all stages. Along with the Dean and Associate Deans, participates in activities related to salary determination and offer letters for all levels of positions in the College.

• Manage the faculty search process, as the central point of contact for the search committee to assist with applicant management, training and administration; ensures appropriate approvals and compliance with UD and College policies. Creates the final offer, based on startup data and department requirements and ensures communication to all applicants not selected.



• Manage departmental employment function at all levels to assure efficient and consistent compliance with university, federal, and state policies and guidelines such as the Collective Bargaining Agreement, Family Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Equal Employment Opportunity (EEO), Health Insurance Portability and Accountability Act (HIPAA), Affordable Care Act (ACA), Worker’s Compensation, etc.

• Interpret University policies and guidelines for faculty, staff and employed students on all matters related to their employment (including benefits, training & development, labor relations, etc.).

• Manage the FMLA process for the College. Maintain confidential files on FMLA; interact as needed with HR Benefits and Labor Relations on FMLA matters.

• Provide guidelines and assistance in the administration and review of the annual performance appraisal process and the annual employee merit process.

• Manage reclassification request process, seek necessary approvals and coordinate submission to HR. Provide consultation with departments on the documentation and submission of reclassification requests. Provide college review and approval of requests.

• Manage compensation related issues (e.g., pay adjustment, supplemental pay, pay offers, etc.).

• Manage all aspects of departmental personnel reorganization efforts.

• Troubleshoot pay issues and work with Payroll to resolve. Notify employee and manage resolution.


Employee/Labor Relations:

• Work closely with the Dean, appropriate Associate Dean, and Department Chair to provide effective management of employee/labor relations issues including but not limited to manager/employee conflicts, pay equity issues, performance improvement plans, discipline, and termination issues.

• Provide an approachable environment for discussion and resolution of employee/labor relation issues. Advise department administrators/Chairs of employee relations matters, including interpretation of related information.

• Conduct employee exit interviews and when appropriate, discretely provide quality improvement feedback to College administration.

• Interpret the Collective Bargaining Agreement as well as Personnel Policies and the Faculty Handbook.



• Support the College Dean’s Office in all HR processing and oversee the HR liaison for staff and students working within the Dean’s office. This includes but is not limited to JED submissions, s-contracts, grad student contracts, bi-weekly payroll approval, etc. Lead others in the College (Business Administrators, HR Liaisons, etc.) on HR matters.

• Manage independently, or with College and HR leadership, HR projects and programs (e.g., training programs, succession planning, employee engagement, organizational design and development, etc.).

• Serve as the HR Partner for the College of Arts & Sciences, serve as the responsible contact for HR activities, ensuring Business Administrators are trained and receive necessary communication on new and existing policies and procedures related to these functions.

• Represent the College through participation in Human Resources related campus-wide meetings, discussions, and search committees.

• Serve as the key contact in the College during the selection, testing, and implementation of new University-wide HR systems and applications.

• Perform other job related duties as necessary.



• Bachelor's degree in Human Resources, Business Administration or a related field with five years job-related experience, or equivalent combination of education and/or experience. Knowledge and experience in HR procedures, advanced analytical and critical thinking skills are required.

• Working knowledge of applicable HR federal, state, and local laws and regulations required.

• Professional certification (PHR, SPHR) preferred.

• Certification in the Predictive Index tool preferred.

• Knowledge of university policies, guidelines and procedures in the areas of HR (e.g., payroll, benefits, compensation, employee relations, etc.) desired.

• Excellent business acumen and demonstrated competency in business partnership.

• Excellent business skills with the ability to build rapport with senior management and communicate effectively with all levels of the organization.

• Strong project management, process management, analytical and consulting skills.

• Ability to develop, plan, and implement short and long-range goals.

• A high level of independent judgment is required.

• Ability to maintain absolute confidentiality with all personnel related information.

• Ability to make independent decisions, judgments, and interact well with people of all ages and diverse backgrounds.

• Ability to interpret, adapt and apply guidelines and procedures.

• Ability to plan, organize, implement, evaluate, and modify administrative support.

• Knowledge of University of Delaware Human Resources systems is preferred. Knowledge in PeopleSoft preferred.

• Intermediate computer skills to quantify and illustrate complex reports, comparisons, impacts, and/or projections (includes but is not limited to proficiency with spreadsheet, database and word processing).
