The Human Resource Manager (HRM) serves as the initial contact for employees and operations managers regarding employee relations and other HR issues pertinent to our Western Division venues, with an emphasis on F&B accounts in California. This position is responsible for providing best-practice advice and counsel in the interpretation and application of federal and (California) state regulations, as well as of Spectra established policies and practices pertaining to progressive discipline, investigations, involuntary terminations, grievance/conflict resolution procedures, and recommending appropriate courses of action that align with Spectra’s business values and objectives.


Given the independent nature of this position, incumbent must be highly-adept at self-management, prioritization, organization and time/project management. A critical requirement of this position is to represent Spectra’s HR presence within California in a highly-professional, knowledgeable, and effective manner.


Job Duties:

  • Supports the operational teams with talent development, recruitment and succession planning of management employees.

  • Supports and advises operations managers in employee relations matters, performance improvement, corrective action/discipline and other human resources issues as needed; actively works to bring employee relations issues to resolution in a timely, effective, positive and defensible manner.
  • Serves as the California HR/ER subject matter expert with respect to effective employee relations issues, including decision-making, communication, and documentation. Coaches CA/Western Division operations managers on the same
  • Investigates employee complaints and charges of alleged discrimination, harassment and other unlawful activities; works under the direction of the Senior HR Manager (and Spectra Legal Department) to respond to charges, claims or complaints filed through state and/or federal agencies (EEOC, DOL, DFEH, etc.).
  • Partners with corporate HR in the development and implementation of training initiatives to improve Spectra’s management capabilities related to effective employee performance management, conflict management and employment compliance practices.
  • Develops and maintains outside professional relationships (clients staff, regulatory agency representatives).
  • Communicates clearly, accurately and timely with the Senior HR Manager, as well as corporate HR leadership, to ensure all employee relations and engagement solutions delivered are consistent with Spectra’s programs, culture and strategic objectives.
  • Maintains appropriate documentation, investigatory findings, and records to facilitate the preparation of written responses for administrative hearings, regulatory responses, and other types of legal or regulatory support. 
  • Leads or participates in project work to support business needs and priorities, and/ or other Human Resources initiatives, as determined by the corporate Human Resources Department.

Knowledge, Skills and Abilities:


  • Comprehensive current knowledge of federal, (California) state and local employment and labor laws, governmental and regulatory compliance requirements, HR principles and best practices, risk management practices, investigative practices, and conflict management practices.
  • Ability to manage and administer a broad range of tasks including resolving complaints, conducting investigations, documenting findings, counseling managers and employees on best-practices and  the interpretation of policies and procedures.
  • Knowledge of the principles and best practices human resources management and supervision in both union and non-union environments.
  • Ability to develop and deliver performance management and other leadership trainings.
  • Ability to research information and analyze data to arrive at valid conclusions, recommendations, and plans of action.  Ability to quickly conceptualize, think critically and develop frameworks.
  • Strong financial acumen w/ the ability to understand L&E costs and how they are impacted.
  • Strong partnering, diplomacy, collaboration, communication, and influencing skills.
  • Ability to multi-task, deal with ambiguity, and work collaboratively in a team environment.
  • Demonstrated orientation to flexibility and adaptability to changing business conditions and needs.
  • Ability to gain respect and credibility with people at all organizational levels and geographic locations; managerial courage to stand against the prevailing opinions with data-based information and high integrity.
  • Excellent written, verbal, and interpersonal communication skills.  Able to think creatively, tactfully and strategically to successfully mediate and negotiate with individuals and groups internally and externally.
  • Computer and technologically savvy/proficient; strong working knowledge of MS Office, Outlook, Word, Excel, PowerPoint and other common HR applications.
  • Ability to work independently, without direct supervision, and maintain a remote or home office, if applicable. 
  • Ability to travel within California, Western Division and the US, as well as working evenings and/or weekends, as required to support an event-driven work environment.
  • Must hold impeccable ethics and possess sound judgment, in addition to adhering to the highest standards of confidentiality, professionalism, reliability, and rigorous attention to detail.

Education and Experience:

  • BA or BS in Human Resources Management, Business, or related field required. Graduate degree/coursework in discipline related to HR Management, Business, OD, Industrial Psychology, or MBA, a plus.
  • Certification in Human Resources (PHR/SHPR or GPHR) a plus. CA SHRM certification strongly preferred.
  • Minimum 7 years progressively responsible senior level experience in Human Resources with a board range of experience within multiple HR disciplines required.
  • Experience working with Unions, CBA administration and grievance resolution is required.
  • Regional work history with a multi-unit foodservice, venue management or hospitality company required.
  • Mid-to-senior-level experience in employee relations, organizational development, training, change management, performance management, career development, and employee communications required. 
  • Experience conducting and managing corporate investigations of complex/sensitive workplace complaints related to EEO, compliance and related allegations required.
