Has responsibility and authority for the effective and efficient operations of all Human Resource functions including but not limited to: Employment, Benefits, Workers' Compensation, Payroll, Compensation, Compliance, Employee Relations and Labor Relations. The Manager develops human resources’ policies and procedures to ensure that respective management have appropriate guidance to effectively manage their human resources. Promotes compliance with mandates of Joint Commission, DHS, federal and state laws and all hospital policies and procedures. Works collaboratively with management team, provides on-going leadership and participation in fulfilling the mission of the Hospital Must be able to perform jobs in all patient care and operational areas subject to reasonable accommodations, also be able to employ all mandatory safety devices and procedures. This is a non-union position.

  1. Plans, organizes and facilitates the programs and services of Human Resources including but not limited to: Benefits, Workers' Compensation, leaves of absence, labor relations, employee relations, pay rules, time and attendance, compensation, compliance and unemployment.
  2. Participates in the development and implementation of annual goals and objectives, as well as the budget for Human Resources.
  3. Responsible for the evaluation of existing policies, the development of new policies and the implementation of both revised and new policies related to Human Resources.
  4. Responsible for all matters regarding Labor Relations and Collective Bargaining.
  5. Advises and provides support to all members of management in areas of Employment and Labor Law.
  6. Maintains the HRIS system to promote accurate and timely reporting data.
  7. Works directly with management and employees regarding Employee Relations.
  8. Develops and/or revises written procedures to standardize and continuously improve all aspects of department operational performance.
  9. Provides exemplary customer service to all customers including patients, employers, insurance carriers, clinicians and other hospital departments.
  10. Uses a team management approach in addressing problems and developing solutions; solicits input and works cooperatively with Dameron and contract staff, clinicians and other hospital departments.
  11. Actively works with staff to increase skills and improve performance; encourage open and effective communication; and provide constructive feedback.
  12. Assists Department Managers in planning staff education and training; conducting staff meetings; and providing input to staff performance evaluations, identifying key performance issues and developing performance improvement plans.
  13. Responsible for grievance investigation and resolution.
  14. Responsible for coordination, preparation and timely submission of EEOC, DFEH and NLRB responses.
  15. Responsible for harassment, discrimination, compliance investigations, as well as federal and state audits such as the DOL, DHS, and OFCCP.
  16. Responsible for interactive dialogue, analysis, and forms of reasonable accommodation for disabled employees covered by the Americans with Disabilities Act.
  17. Responsible for coordination of employment litigation and arbitration with labor counsel.
  18. Acts as a confidential liaison between the hospital and Human Resource Department.
  19. Responsible for coordination, preparation and compliance with Joint Commission and DHS Human Resource Standards and Elements of Performance.
  20. Active member of the following hospital committees: Risk Management, Continuous Compliance, Leadership, Workers' Compensation, Staffing Effectiveness, HIPAA, and Corporate Compliance.
  21. Reports annually to leadership and Board of Directors on performance evaluation results and compliance, recruitment, turnover, retention and other Human Resources related metrics to identify trends; develops and implements action plan to address results.
  22. Maintains current and complete understanding of all Federal and State Human Resources related laws, including but not limited to: EEO, human rights, release of employment information, FMLA, CFRA, PFLA, Fair Labor Standards Act, ADA, ERISA, Wage and Hour laws, state disability and California State Labor Code.
  23. Participates in continuous quality improvement (CQI) activities including identification of key performance issues; monitoring and analyzing appropriate data; and implementing interventions to improve operational and clinical performance.
  24. Displays a positive attitude and maintains a good rapport and cooperative working relationship with staff, clinicians and other hospital departments.
  25. Monitors and promotes staff compliance with hospital policies and procedures regarding department operations, fire, safety and infection control.
  26. Cordially interacts with all levels of staff to accomplish common tasks.




            Education: Bachelor Degree (B.S) in Human Resources Management or related field or the equivalent combination of experience and education is preferred.

             Experience: Supervisory experience demonstrating knowledge of human resources policies and practices and applicable laws and regulations preferred. Must possess good oral and written communication skills and be able to function and maintain a work flow with frequent interruptions at a required pace. PC experience required.

             Licenses/Certificates:   Professional in Human Resources (PHR) certificate preferred.

             Requirements: Sexual Harassment training must be completed within 6 months of hire or promotion, and every year thereafter.
