Characteristics of Position:

The HR Specialist handles and provides support for various Human Resources functions to programs operating within a human service agency that provides alcohol, drug abuse, mental health, juvenile justice or other services.  This position answers directly to the Human Resources Manager.  This is a full time position located at ACTS Administrative offices in Tampa, Florida.

  • Leadership - Seek to participate in effective approaches and training to enhance job skills; ability to recognize unsafe behaviors, situations, environments; acts to maintain the safety and well-being of persons receiving services, staff and community members.

Quantity of Work Expected
:  Commensurate with level necessary to fully meet obligations.

Quality of Work Expected:  Level commensurate with satisfactory Human Resources Assistant performance.

Supervision: Work is performed under the direction of the Human Resources Manager. This position does not provide supervision to others.

Scope of Responsibility:  Interviews applicants, processes hires, terminations, maintains personnel records, and any other assignment appropriate to the position. Assists with other human resource management activities as assigned.

Core Responsibilities/Essential Functions:

  • Review applications for accuracy, completeness and eligibility for hire; conducts confirmation/validation activities relative to employee degrees, licenses and certifications
  • Assist in hiring process by coordinating job posting on the website, reviewing resumes and performing telephone interviews, coordinating interviews within programs, and processing prospective hires through DATIS.
  • Complete employee personal reference and employment checks
  • Maintain electronic employee data information
  • File papers and documents into appropriate employee files
  • Process documentation for new hires, transfers and terminations; prepares periodic summaries of personnel changes to submit to payroll for application.
  • Utilize discretion, sound judgment and maintain confidentiality
  • Assist HR Manager with employee/personnel projects, training and establishing various reports and documents to provide current personnel information at the specific site
  • Perform all clerical duties required for the Human Resources department to function smoothly
  • Participate in team projects as assigned.

Pre-requisite Requirements:

  • Graduation from high school and three years of progressively responsible work experience in human resources services, including recruitment.
  • Bachelor's degree may substitute for three years of the required experience listed above.
  • Must have effective verbal and written communication skills and ability to work with the general public.
  • Must possess valid Florida driver's license and current Florida driver's insurance according to industry standards.
  • All ACTS, Inc. employees must be able and willing to work when expected to accommodate program and/or agency needs, participate in the agency’s Quality Improvement Program and attend all assigned/required trainings, practice on-the-job safety at all times, and demonstrate the ability to communicate and work with others and be respectful of peers, supervisors, clients, guests, etc. If required by contract or administrative rule, must fully participate in NAPPI (crisis intervention) training and able to apply same to work setting.
