GENERAL DESCRIPTION:

Under the direction of the Human Resources Employee Relations Manager, this position is responsible for performing advanced senior-level human resources management work specializing in employee relations issues.  Serves as one of the principal contacts for employees and supervisors analyzing problems and providing consultation and solutions to employee relations issues.  Provides objective counsel and advice regarding employee rights and responsibilities and related issues such as employee/supervisor disputes, employment law or policy interpretation, job performance, workplace conduct and disciplinary process.  Works to help resolve conflicts at the lowest levels.  Acts with discretion in handling sensitive employee data.  Receives daily guidance from and coordinates work with the Employee Relations Manager.  Works under limited supervision, with considerable latitude for use of initiative and independent judgment.  Performs additional duties as assigned.  Complies with all Agency, Division and Branch rules, regulations and procedures.
Preferred Licensure: 
  • Current HRCI Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification OR SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification.
  • Texas Basic 40-hr Mediator Certification issued by a professional accreditation.
 

Requirements

QUALIFICATION GUIDELINES:

MINIMUM QUALIFICATIONS:
Education:
  • Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Human Resources or closely related field.
Experience:
  • Five years experience in human resource employee relations including experience advising managers and employees, and conducting complaint investigations;
  • One year experience managing and/or overseeing special projects.
NOTE:  Experience may have occurred concurrently.

Licensure: 
  • Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.
NOTE: Retention of position contingent upon obtaining and maintaining required license.

ACCEPTABLE SUBSTITUTIONS:
Education:
  • One additional year human resource employee relations experience including experience advising managers and employees, and conducting complaint investigations may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours.
PREFERRED QUALIFICATIONS:
Education:
  • Graduation from an accredited college or university with a Bachelor's degree in a Human Resources or closely related field.
Experience:
  • Experience and producing written findings writing investigative reports;
  • Experience managing a HR program or function;
  • Experience in designing and delivering training;
  • Experience working in Texas State Government.
Licensure: 
  • Current HRCI Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification OR SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification.
  • Texas Basic 40-hr Mediator Certification issued by a professional accreditation.
 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of Human Resources related state and federal laws;
  • Knowledge of TPWD Human Resources related policies and procedures;
  • Knowledge of federal and state employment law, including Title VII, ADA, FMLA and FLSA;
  • Skill in effective verbal and written communication;
  • Skill in providing quality customer service in a courteous and professional manner;
  • Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;
  • Skill in effective interaction with staff at all levels of the department and other State agencies and organizations;

  • Skill in managing several projects simultaneously;
  • Skill in meeting deadlines;
  • Skill in gathering and analyzing qualitative data through interviews, gathering and analyzing quantitative data, drawing logical conclusions from data sets and producing written findings;

  • Skill in interpreting, analyzing and explaining policies and procedures;
  • Skill in making independent, sound, timely decisions;

  • Ability to work independently with little or no supervision;
  • Ability to prepare and deliver presentations before groups or individuals;

  • Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;

  • Ability to identify and resolve employee relations problems, to counsel employees and managers on sensitive issues;
  • Ability to manage multiple assignments and to plan, coordinate and report on projects and events;

  • Ability to travel by motor vehicle for prolonged periods of drive time;
  • Ability to conduct manual labor, including lifting supplies and materials up to 10 lbs.;
  • Ability to perform work activities in accordance with TPWD safety program.
 

ADDITIONAL INFORMATION:

WORKING CONDITIONS:
  • Required to work from 8:00 a.m. to 5:00 p.m. Monday through Friday/flexible schedules available;
  • Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;
  • Required to work under emotionally stressful situations;
  • Required to perform manual labor, including supplies and materials up to 10 lbs.;
  • Required to travel to various locations by motor vehicle; with prolonged periods of drive time, which may exceed 3 hours;
  • Required to operate a State vehicle;
  • Required to travel 30%, with possible overnight stays;
  • Non-smoking environment in State buildings and vehicles.
