The City of Menifee is seeking qualified candidates for the position of Human Resources Technician to perform a variety of administrative and technical activities to support the City’s employee benefits, payroll, recruitment and selection, employee safety, wellness, and workers’ compensation functions. 

 

Ideal Candidate will:

 

 

  • Coordinate employee benefits program, including processing enrollments, changes, and deletions, explaining benefits to employees, conducting open enrollment, and following up on outstanding records; and provides related instructions.
  • Provide technical assistance to employees on retirement matters, including filling out and submitting retirement CalPERS records, explaining retirement benefits and available options, and retiree medical, CalPERS Social Security and Medicare programs. Prepares exit documents, including COBRA notices and conducting exit interviews, and sending notifications to Department of Motor Vehicles (DMV), Department of Justice (DOJ), and other filings.
  • Coordinate employee leave programs and compliance requirements, including sending Family and Medical Leave Act (FMLA), Pregnancy Disability Act (PDL), and California Family Rights Act (CFRA) notifications; keeps track of used and unused leave hours and employee status.
  • Process personnel action forms and invoices for payments including insurance and legal bills; maintains and updates manual and electronic files, prepare reports, memos and correspondence, including employee total compensation statements; manages department records retention program.
  • Perform data entry, including setting up and updating employee information in the payroll system; coordinates activities with other departments or outside agencies; posts workplace notifications for City employees; coordinates safety meetings and notes regarding actions to be taken.
  • Supports recruitment functions by creating job flyers and advertisements, placing ads, emailing job flyers to employees and other agencies, processing and screening employment application forms to select qualified candidates, scheduling interviews, preparing interview packets, sending letters to interview panelists and candidates, scoring exams, preparing eligibility lists, scheduling pre-employment medical and background checks; and conducting new hire orientations.
  • Establish and maintain complete records and files including financial, budget, personnel, operation, and administrative records.
  • Operate modern office machines and equipment including word processors, typewriters, printers, copiers, calculators, and FAX machines; routinely use a full range of word processing and spreadsheet computer software applications including graphics and databases.
  • Perform other duties as assigned.

 

Knowledge of:

  • Pertinent Federal, State, and local laws, codes and regulations pertaining to public agency personnel,
  • Retirement, leaves and employee benefit administration;
  • Basic Human Resources office policies, practices and procedures, including any computer software programs and office equipment;
  • Human Resources/Payroll database system maintenance and record keeping;
  • proper English usage, spelling, grammar, and punctuation.

 

Ability to:

 

  • Respond to requests and inquiries from employees and the general public;
  • maintain confidentiality of records and employee circumstances;
  • conduct group presentations,
  • use office software, including spreadsheets, presentational software, and word processing programs;
  • reconcile and process benefit provider invoices; research and report on special projects;
  • communicate effectively both orally and in writing;
  • read, understand, interpret and apply moderately difficult materials;
  • understand and carry out oral and written instructions;
  • establish and maintain effective relationships with those contacted in the course of work; and
  • operate a vehicle observing legal and defensive driving practices.
 

Benefits

The starting salary will be commensurate with the experience, qualifications and skills of the successful candidate and within the range of $48,324 – $62,011annually.

Requirements

Minimum Qualifications:

 

Experience – A typical qualifying background includes college level course work in personnel or public administration, or a closely related field, and experience performing personnel related duties with a full service Human Resources organization.

 

The ideal candidate will have at least two (2) years of increasingly responsible human resources experience; or any combination of education, training and experience that demonstrates an ability to perform the duties of the position.

 

Previous municipal experience with employee benefits, leave administration and payroll programs is highly desirable. 

 

Education - Equivalent to graduation from high school.  Completion of Associate degree and training and certification in human resources is highly desirable.

Licenses and Certificates – Possession of a valid California Driver’s License.
