The Judicial Integrity Officer (JIO) is responsible for overseeing the national Office of Judicial Integrity whose function is to provide confidential and informal assistance to judiciary employees, judges, and high-level officials on workplace conduct matters. The JIO is neither an advocate for any individual nor the judiciary, but rather is an advocate for fairness, who acts as a source of information and referral, and aids in answering individual's questions, and assists in the resolution of concerns and critical situations. The JIO advises on conflict resolution and mediation services, and provides expert guidance on the formal complaint processes. The office supplements, but does not replace, the Judicial Conference, Circuit Council, local court, and defender office resources for formal conflict resolution. The duties of this position include but are not limited to:

  1. Serving as the federal judiciary's expert and key advisor to high-level officials and Judicial Conference committee staff on workplace conduct issues and Federal Judiciary policies and procedures.
  2. Providing judiciary employees and judges with impartial and confidential conflict resolution services and expert guidance on judiciary policy, including explanations of processes, timelines, and potential outcomes. This includes guidance on the Employment Dispute Resolution Plan (EDR) and Judicial Conduct and Disability Policies.
  3. Providing information and assistance to employees and judges seeking to discuss workplace conduct issues. Coordinating as needed with other resources and offices including the circuits' workplace conduct directors or other similar positions.
  4. Providing oversight of the national hotline and electronic mail and assuring issues are managed promptly and confidentially.
  5. Serving as a resource for judiciary leadership in formulating or modifying policy and procedures.
  6. Serving as a liaison between individuals and the formal judiciary structure, serving as a communicator or informal facilitator, as appropriate, and providing feedback.
  7. Tracking and analyzing data to identify trends.
  8. Assisting circuits, courts, and defender offices with the resources necessary to conduct investigations.
  9. Assisting and collaborating with others in the formulation of workplace conduct-related training sessions, conferences, and seminars that are developed and presented to judiciary employees and judges.
  10. Providing judiciary leadership with early warning of new areas of organizational concern, critical analysis of systemic needs for improvement, and recommending changes.
  11. Supervising staff, managing funds, and formulating annual budget estimates.

Requirements

Specialized Experience: Applicants must have at least ten years of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows:

  1. Knowledge of laws, legal codes, rules and procedures, precedents, and government regulations pertaining to the Alternative Dispute Resolution Act, Equal Employment Opportunity Rights, Family and Medical Leave Rights, Employment and Reemployment Rights of Members of the Uniformed Services, Worker Adjustment and Retraining Notification Rights, Occupational Safety and Health Protections and other applicable workplace protections.
  2. Experience with mediation techniques and tools, conducting mediation sessions in person and by teleconference. This includes 1) analyzing and quickly synthesizing complex information; 2) refining and narrowing issues through settlement discussions; and 3) identifying unexpressed problems and analyzing related information to develop and evaluate options and implement solutions.
  3. Experience facilitating the resolution of conflict between parties. This includes thorough understanding of what leads to conflict, the nature of conflict, and methods of resolution.

(4) BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

(5) BUILDING COALITIONS / COMMUNICATION: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
