Berkeley Lab’s Human Resources Division has an opening for a Lead Disability & Absence Management Analyst. The Human Resources Integrated Disability and Absence Management (IDAM) team is building a best-in-class case management program to deliver absence and disability management services to Lawrence Berkeley National Laboratory (LBNL) employees. The IDAM team is fully integrated to create a culture of health, safety and workforce productivity and partners with all lines of business to develop and administer company-wide policies on a variety of disability management disciplines. The IDAM team manages a comprehensive portfolio of benefits which include Workers' Compensation, leaves of absence, disability/salary continuance plans, job accommodation, Transitional Return-to-Work, health care, injury prevention, and Fitness for Duty.

The Lead Disability & Absence Management Coordinator serves as a Subject Matter Expert (SME) on Leave of Absence (Family Medical Leave Act, California Family Rights Act, Pregnancy Disability Leave), Salary Continuance (Short-term Disability, Long-term Disability, Sick Leave, Vacation and Paid Time-Off), Workers’ Compensation, Transitional Return-To Work and Job Accommodation (Americans with Disabilities Act and California’s Department Fair Employment & Housing Act) and manages an inventory of disability and leave cases of varying type and complexity.

The incumbent also serves in a department lead capacity providing guidance and expertise to the team, employees, managers, Human Resources and other key business stakeholders. The incumbent is the first point of contact for all escalated cases and works to resolve identified issues and gaps. The incumbent leads and conducts all quality assurance and audit control activities to ensure program and regulatory compliance and is responsible for all data reporting and analytics across the various leave and disability benefit lines.

What You Will Do:
• Provides technical support and follow-up to all program stakeholders ensuring a smooth and efficient workflow of IDAM service delivery; Serves as the key point of contact for Health Services and other key business stakeholders on escalated/complex cases and/or service coordination and delivery.
• Monitors the day-to-day case management and operational activities of the IDAM team; Collaborates with the Benefits, Leave and Disability Manager on operational activity and team performance.
• Provides case management guidance to the IDAM team and continuously assesses staff case management competency; Serves as a key contributor to staff assessment, selection, development, skills training and application of new processes and technology.
• Regularly meets with staff to discuss new procedures, trends, quality outcomes and provides a forum for team collaboration and learning.
• Conducts routine file reviews to ensure quality, compliance and team production goals are achieved; Conducts quality assurance and audit control activities across all leave and disability service lines to ensure program and regulatory compliance.
• Leverages data and provides reports to promote value of programs and engages Sr. Leadership and key business stakeholders to design, implement, and communicate strategic action plans.
• Develops and delivers training and education programs regarding HR disability and compliance related regulations, laws, policies, and processes; Develops efficient and compliant Standard Operating Procedures.
• Collaborates with Human Resources Division Partners on disability/leave cases with a Job Performance or employee relations component/overlap; Participates in the investigatory process and development of a case management strategy.
• Builds and maintains collaborative relationships with business stakeholders (Office of the General Counsel, Third Party Administrators, Health Services, Human Resources and other key business stakeholders.
• Represent the Lab in UC system-wide Workers’ Compensation policy development and program changes impacting the rates charged to the Laboratory for the self-insured program.
• Chair the Lab’s Workers’ Compensation File Management Review Committee
• Disseminate programs initiated from the Office of the President to Laboratory personnel.
• Coordinates and participates in strategic planning aimed at reducing the incidence rate of worker’s compensation related injuries and associated financial risk; Actively participates in safety and security committees and serves on accident review boards.
• Act as first point of contact for all escalated issues and works to resolve identified issues and gaps.
• As needed, serve as a backup for the Sr. Disability and Absence Management Coordinator in the following areas:
   - Acts as the first point of notification and contact for employees regarding any incident or injury/illness that could, or has resulted, in a Workers’ Compensation claim. Serves as an employee advocate.
   - Coordinates with supervisors and department managers to ensure prompt and accurate reporting of Workers’ Compensation claims to support timely reporting and appropriate benefit payments.
   - Coordinates and maintains verbal and established written communication with Third Party Administrators (TPA), consultants, managers, medical providers, supervisors and employees ensuring timely claim filing and consistent case management.
   - Enters and maintains incident, claim and first aid data in appropriate information systems; Processes all claim related forms within legally required timeframes; Distributes all relevant documentation regarding work related incidents to Safety, Health Services, and TPA to assist with compensability determinations and ensure regulatory requirements are met.
   - Monitors all claim and case management activities on a diaried, day-by-day basis; Assesses the medical status, vocational, and behavioral needs of an injured employee via a combination of face to face, telephonic and written correspondence.
   - Directs and oversees TPA claims adjusters and attorneys in the management and settlement of cases before the California Workers’ Compensation Appeals Board (WCAB) emphasizing aggressive claim closure and reduction of open claim inventory; Partners with Employee Labor Relations, Safety, Health Services and Legal (internal and external) to manage relevant claim details and implement a plan for timely resolution of claims.
   - Compiles and translates statistical data on Workers' Compensation claims activity and Transitional Return to Work Program performance; Generates and distributes Workers’ Compensation claim activity and trending reports to key program stakeholders (Health Services, Environmental Health & Safety, Human Resources and Senior Leadership).
   - Coordinate claim resolution with vocational rehabilitation counselors, medical specialists, Human Resources specialists, safety specialists and divisions/departments.
   - Provides expert-witness testimony at the Workers’ Compensation Appeals Board (WCAB) on Workers’ Compensation cases and accommodation activities.
• Perform analysis on performance of disability management services such as time loss, disability benefit costs, etc. upon request; Generate and provide accommodation and Transitional Return to Work statistical data and analysis reports to key program stakeholders and prepare and provide the annual UCOP Disability Management/Rehabilitation Program Report for funding purposes.
• Develop and oversee the Medical Separation process by reviewing and analyzing requests for medical separations and make appropriate recommendations based on compliance with applicable regulations and Lab policies.
• Provides guidance and expertise in the coordination of efforts on disability management issues to other program stakeholders (Human Resources, Benefits, Employee, Labor Relations, Legal and Recruitment); Independently determines the approach and solutions to complex cases/problems and provides appropriate recommendations.
• Develops and maintains relationships with disability plan third-party administrators and medical care providers for early identification of return-to-work cases; Reinforces and leads the current return-to-modified or transitional/restricted-duty work program to maximize efficiency and gain Lab-wide support for early return-to-work of employees with disabilities; Facilitates the provision of formal return-to-work services with internal stakeholders.
• Partners with program stakeholders (Human Resources Division Partners, Employee, Labor Relations, Office of General Counsel and Health Services) and management to effect creative solutions to resolve a variety of complex accommodation cases.
• Participates in Disability Management/Rehabilitation Meetings to discuss trends, recent ADA/FEHA court cases, Workers' Compensation updates impacting the provision of services to employees with disabilities.
• As needed, and for escalated, high-risk cases:
   - Serves as the primary contact for employees seeking reasonable accommodation through the Interactive Process; Ensures all accommodation processes and procedures are effectively executed and are managed in accordance with federal and state guidelines.
   - Responsible for management of the interactive process as required by ADA/FEHA, resulting in the offer of reasonable accommodations to include the transitional work program.
   - Assesses employee functional capacity for restricted-duty and identify effective accommodation solutions through the disability case management process; Develops and implements modified/alternate work plans and strategies and monitors all accommodation case management activities on a diaried, day-by-day basis;
   - Assesses the medical status, vocational, and behavioral needs of a disabled employee via a combination of face-to-face, telephonic and written correspondence.
   - Effectively facilitates services regarding special reassignment and re-employment for employees who are disabled and unable to perform essential job duties of their usual and customary job.
   - Develop and maintain accommodation case records to ensure compliance, accuracy and documentation of efforts.


Requirements

What is Required:
• Bachelor's degree or equivalent combination of education and experience in a directly related field.
• Minimum of seven (7) to ten (10) years’ experience in Human Resources, Disability Management, Human Resources Compliance or related compliance work experience.
• Experience interpreting and communicating policy provisions.
• Demonstrated through work experience content expert knowledge of state and federal disability laws to include: ADA, FEHA, FMLA, CFRA, PDL and Workers' Compensation.
• Demonstrated through work experience content expert knowledge and ability managing cases involving the interactive process (Americans with Disabilities Act and California's Fair Employment & Housing Act).
• Demonstrated through work experience content managing Workers’ Compensation cases/claims involving claim filing and case management.
• Experience handling sensitive and confidential information with a high level of discretion and integrity.
• Experience handling confidential data with demonstrated proficiency generating reports, conducting data analytics, and program trending and analysis.
• Ability to consult regarding confidential, high-risk and complex issues.
• Must demonstrate excellent, effective written and verbal communication, consulting, interpersonal and presentation skills, with the ability to effectively create and facilitate collaboration amongst diverse groups, people and professional disciplines.
• Ability to interpret, understand, and apply clauses contained within collective bargaining agreements as it relates to disability and absence management cases.
• Must have expert knowledge and understanding of the state and federal leave laws (Family Medical Leave Act, California Family Rights Act, and Pregnancy Disability Leave etc.) and other statutory mandated leave plans.
• Must have expert knowledge of Salary Continuance plans (Statutory Disability, Short-term Disability, Long-term Disability, Sick Leave, Vacation, Paid Time-Off, and Workers’ Compensation)
• Must have expert knowledge of civil rights laws relating to disability discrimination (Americans with Disabilities Act, California's Fair Employment & Housing Act) and California's Workers' Compensation system.
• Broad working knowledge of vocational rehabilitation and return-to-work principles, theories and practices and strong relevant consulting, counseling, case management and communication skills.
• Strong client management skills and ability to closely partner with vendors, Third Party Administrators, internal HR Division Partners, Legal, medical providers and other key business stakeholders.
• Demonstrated competency reviewing medical documentation, disability leave duration, and accommodation assessment.
• Problem solving skills, superior ability to structure and scope complex problems, apply a range of analytical tools, gain and synthesize insights and develop solutions.
• Ability to independently establish priorities, perform multiple projects simultaneously with short deadlines and frequent interruptions, and complete assignments to meet Lab objectives.
• Excellent writing, editing skills as well as oral and written presentation skills.
• Excellent computer skills and proficiency with applicable software applications (Word, Excel, PowerPoint) and experience with maintaining databases.
• Certified Professional Disability Manager (C.P.D.M), Professional in Human Resources (P.H.R), Senior Professional in Human Resources (S.P.H.R) or Worker's Compensation Certification desired.

Additional Desired Qualifications:
• Knowledge of University of California organization and policies.
• Direct supervision or served in a lead capacity and operations management.
• Previous experience working in a union environment.
