The Lead Generalist/Management Analyst provides comprehensive analysis and management support performing both quantitative and qualitative analysis, as well as project management services. Work assignments span all areas of the division and sometimes have a direct effect of other division programs. He/she is responsible for gathering information, forming recommendations and presenting them to senior management in an organized and concise manner, including the development of new and revised policy and procedural options for division programs.

Requirements

The Lead Generalist/Management Analyst will provide high-level support and leadership to all major functions of the Administrative Section including compensation and position management, employee programs, program and project management, and the mentoring of junior staff.

The analyst will apply organizational, project management, and analytical skills to independently oversee compensation and position management programs; to manage sabbaticals and telework programs; to upgrade the section web page; to oversee working groups and process improvement projects within the section.

Specific responsibilities will include overseeing and managing the processes for promotions, variable pay, and other compensation programs; serving as division expert on position management; collaborating with section analysts and the chief to oversee the new employee workflow for the division; managing the sabbatical program for the division to include consulting with staff in preparation for approval of requests; overseeing the use of telework in the division and providing input to senior management on non-standard telework requests; managing details to outside organizations and rotation programs; serving as a project manager for ad hoc policy reviews and major projects within the section; identifying ways to improve the section website to facilitate information sharing; and facilitate standard operating procedures within the section. The lead analyst will also collaborate closely with the lead budget analyst in forecasting the salary budget for the division.

The lead analyst is expected to make recommendations for improvement to current practices and to take ownership of initiatives; identify the impact of changes on internal procedures; participate in process design and implementation; work closely with, and provide guidance to, division staff including management to ensure all relevant policies are followed; present to and lead meetings with senior staff; and coordinate closely with staff in the Management Division, the other economics divisions, and other divisions at the Board. 

The lead analyst must exhibit a high degree of initiative and the ability to anticipate division needs and proactively facilitate change. Must have experience overseeing and managing major projects, programs, or processes and must have experience with mentoring and helping to manage work of colleagues.

Required:

  • Requires a bachelor’s degree and a minimum of 4 years of related experience to include management of compensation programs or high level involvement in compensation issues.
  • Must have experience leading and overseeing large-scale projects, processes, or programs independently.
  • Experience with identifying issues that involve significant and/or strategic change and working to implement changes.
  • Ability to communicate broadly and with high level staff across groups and establish strong working relationships.
  • Demonstrated exceptional organizational and communication skills, and strong attention to detail.
  • Demonstrated excellent customer service orientation, and experience in developing and maintaining business relationships and networks

Desired:

  • Understanding of or exposure to recruiting and hiring programs and budgeting processes
  • Experience with mentoring and leading junior staff.

·         Ability to work in a team environment and to be flexible and open to alternative solutions.
