APS is hiring a Leader of Talent Acquisition to develop the overall approach to identifying, attracting and onboarding top talent to efficiently and effectively meet business needs. Responsible for leadership and guidance in the areas of talent acquisition, sourcing, selection, assessment, retention and planning initiatives. Consults with management on all aspects of talent planning from initial hiring and orientation to forecasting and identifying future critical needs including Work Force Planning. Responsible for the design, implementation and continuous improvement of process, programs, and tools. Fosters and manages effective relations with community-based organizations, schools, colleges and service providers and suppliers. Ensures talent acquisition initiatives are in compliance with various state and federal employment laws and regulations covering employment and selection, specifically OFCCP.



  • Develops and executes Talent Acquisition plans to address business hiring needs necessary to support current and future business goals and objectives. This requires consulting with leaders and business partners to determine talent needs, examining workforce plans, understanding labor markets and reviewing environmental considerations to ensure business alignment.
  • Manages recruiting program, processes, procedures, metrics and reporting to ensure compliance with state and federal employment laws and establish a consistent, first class recruiting approach. Tracks and uses key metrics to drive continuous improvement and to make better recruitment decisions to improve the quality of hire.
  • Understands and analyzes the different workforce segments and jobs within these segments as well as the skills, competencies and experiences necessary for job success in order to anticipate successful acquisitions of talent.
  • Interprets business requirements, works with recruiters to determine various sourcing strategies to support critical business needs, and then implements sourcing strategies to identify talented candidates and support diversity initiatives.
  • Oversees end-to-end management of candidate experiences in a manner that enhances the company's employment brand and attracts quality candidates.
  • Responsible for staffing, training, salary administration and performance management of personnel.
  • Monitors expenditures of department ensuring prudent use of company money and resources.

Minimum Requirements:

  • A four year Bachelor's degree in Human Resources, Business, or other job-related field from an accredited college or university plus five (5) years' experience in professional-level sourcing and recruiting positions.  In lieu of bachelor's degree, combination of college coursework and/or experience in professional-level sourcing and recruiting positions equaling nine (9) years required.
  • Travel may be required.
  • Knowledge of immigration, relocation, sourcing, recruiting, testing and interviewing.
  • Extensive knowledge of the functions and capabilities of an applicant tracking system.
  • Ability to influence and build ongoing relationships with talent acquisition teams and leaders.
  • Ability to monitor and leverage recruitment metrics to drive high-impact results.
  • Strong communication skills (verbal, written and interpersonal skills).
  • Demonstrated proficiency with Microsoft Office Suite (word, excel, power point).
  • Current working knowledge of applicable state and federal laws and regulatory requirements.
  • Demonstrated success in leading recruiting initiatives in a supervisory role preferred.
  • SPHR/PHR certification preferred.


Nuclear requirement:

  • Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member. This is a condition of employment at PVNGS. Roles and Responsibilities defined in Policy 1503 and implementing policy guide are applicable to all PVNGS employees.


Additional Requirements:

  • Any PVNGS employee may be called upon to support a refueling or short notice outage. This includes line roles and responsibilities as necessary to execute outage activities.
