Learning Design and Development Consultant

Summary

PenFed is hiring a Learning Design and Development Consultant in our Alexandria Service Center in Alexandria, VA. The primary purpose of this job is to design and develop learning materials/tools, from ideation to evaluation.

 

Essential Functions

  • Leverage effective needs analysis, project management, and evaluation skills.
  • Create curriculum roadmaps and recommend the optimal blend and supporting rationale.
  • Develop online learning solutions, which are engaging and creative, while still maintaining the instructional integrity and validity of the solution.
  • Review work products and provide mentoring to other learning and development team members.
  • Develop instructional plans to meet objectives of clients.
  • Determine, recommend, and document project instructional standards and strategies, learner engagement strategies, and evaluation plan.
  • Participate in “Train-the-Trainer” activities.
  • Design content, including (but not limited to measureable learning objectives, leader and participant materials and tools, experiential scenarios and simulations, assessment and evaluation questions.
  • Engage with team members to enable clarity of goal; conduct on-going reviews to ensure outcome is on track to meet client needs.
  • Implement best practices in instructional design and incorporate feedback mechanisms.
  • Evaluate existing training methods, materials, and practices, and make recommendations for program refinement as needed.
  • Influence clients to adopt new ideas, processes, approaches or strategies.
  • Ensure that needs analyses are conducted for assigned business units and functions, then drive the design and delivery of training programs to meet the needs identified.
  • Ensure that training is developed and delivered in a timeframe that is consistent with project schedules and corporate and/or client goals.

 

*This role is responsible for ensuring business continuity.*

 

Education and Experience

Equivalent combination of education and experience is considered.

  • Bachelor’s Degree in Education or Human Resources.  
  • Minimum of five (5) years’ experience with learning design and development.
  • Minimum of three (3) years of client consulting experience.
  • Experience implementing and administering processes related to planning and change management.
  • Ability to make decisions by identifying issues, diagnosing problems, generating alternative solutions and analyzing opportunities and risks.
  • Ability to set and achieve challenging individual goals that support department and business goals.
  • Ability to take responsibility for projects and follow-through to completion with minimal need for direct supervision.
  • Advanced use of multiple rapid development content tools (Captivate, Articulate Storyline, Camtasia, etc.)
  • Exceptional professional communication and technical writing skills.
  • Experience with project management and managing multiple, simultaneous tasks.

 

Preferred Qualifications:

  • Master’s Degree in Adult education, IO/Psych, Human Resources or Business Administration 
  • Project Management Professional Certification (or coursework/knowledge of Agile methodology).
  • Experience or relevant coursework in JavaScript, SQL, HTML, UI/UX and graphical design
  • Experience with Photoshop and video editing software

 

Supervisory Responsibility

This position will not supervise employees.

 

Licenses and Certifications

There are no additional certifications required.

 

Work Environment

While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.

Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds.*

 

Travel

Ability to travel to various worksites and be on-call is required.
