Recruitment and Examination Unit  

2 positions available:
1 Regular/Full Time (Management Analyst I/II - level dependent upon qualifications)
1 Limited Term (Management Analyst II)

NOTE the additional information below regarding the Limited Term Position:

The assignment period will be one to two years and such time period may be adjusted as needed by Valley Water management. This limited term appointments are "at-will" and may be terminated at any time with or without cause.  Limited term position will be covered by the Employees Association Memorandum of Understanding (MOU) and eligible for all pay and benefits described in the MOU with the exception of the following Articles and/or Sections:

a.    Article 3, Section 10:  Temporary Promotion Pay
b.    Article 3, Section 11:  Out-of-Class Assignment
c.    Article 6, Section 4(d):  Deferred Compensation. (Limited term positions may participate in Valley Water's 457 Deferred Compensation Program; however, they will be ineligible for Valley Water's matching funds and participation in Valley Water's 401a plan.) 
d.    Article 8:  Leaves of Absence.  (Valley Water will provide leave of absence as required by law under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA) and Pregnancy Disability Leave (PDL))
e.    Article 11:  Workforce Development
f.     Article 12:  Employee Performance/Evaluation
g.    Article 13:  Classification
h.    Article 14:  Discipline Process
i.     Article 16:  Layoff

Employees hired to fill a limited term position will be precluded from applying for other positions, participating in the Valley Water's rotation program and/or requesting an internal transfer or voluntary reassignment at Valley Water and shall be required to sign a written acknowledgement of limited term employment.

NOTE:  Valley Water employees are not eligible to apply for the Limited Term position

Overview:

The Recruiter at Valley Water is primarily responsible for creating and executing the full cycle of recruitment and sourcing strategies including the development and maintenance of excellent relationships with hiring managers and candidates.  Responsibilities encompass all phases of the recruiting and selection process including hiring unit support, sourcing, screening, and presenting highly qualified candidates.

Key Responsibilities include, but are not limited to:                                             

  • Partners with hiring managers to develop creative recruitment strategies for a variety of technical, professional, engineering, management, administrative and trades positions and drives the entire recruiting process by engaging hiring managers and candidates. Recruits for multiple openings concurrently for various units and divisions.

  • Proactively identifies passive candidates through continuous networking and a variety of innovative sourcing methods to develop pools of qualified candidates for current and future recruitments.

  • Provides professional recruitment advice to hiring managers, prepares and documents all aspects of the recruitment including interview questions, supplemental questions, sourcing strategies, panel members, rating criteria, etc.

  • Develops job postings with requirements of the job including ideal backgrounds, experience, education, certifications, etc.

  • Reviews applications and identifies the most highly qualified candidates to present to hiring managers.  Validates candidates meet the minimum educational and experience requirements of the job.

    Additional Classification/Compensation duties may also include, but are not limited to:

  • Provide professional HR assistance to the Classification and Compensation (C/C) Program by providing back-up support in classifying work for positions in recruitment and job analysis. 

  • Provides analytical back-up support to Valley Water's Classification/Compensation Study by assisting in the review and distribution of job descriptions and compensation results.

    Ideal Candidate's Background Includes:
    Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities and education are considered ideal candidates for the position. To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria listed below.

    Ideal Experience:

  • 2-4 years of experience in managing full cycle recruiting process including sourcing, engaging, interviewing, qualifying, and closing candidates.

  • Experience juggling multiple recruitments and ensuring an exceptional customer experience.

  • Experience using applicant tracking system.

  • Experience in public sector is a plus.

    Ideal Knowledge:

  • Knowledge of functionality and uses of applicant tracking systems.

  • Knowledge of recruiting and sourcing methods, including social media-oriented skills.

  • Knowledge of compensation principles.

    Ideal Skills and Abilities:

  • Strong interpersonal and customer service skills.

  • Ability to work well under pressure with a quick turnaround time.

  • Ability to collaborate and partner with hiring managers to ensure a fair and efficient process.

  • Ability to communicate clearly and concisely, both verbally and in writing.

  • Analytical with strong organizational, critical thinking and problem-solving skills, with proven research capabilities.

  • Demonstrated ability and adaptability when dealing with changing priorities.

  • Ability to interact with staff at all levels, remaining flexible, proactive, resourceful and efficient, with a high level of professionalism and confidentiality.

    Ideal Training and Education:
    Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, human resources management, organizational development, industrial psychology communications, public relations or liberal arts.
    HR certifications with CalPELRA, SHRM or IPMA are a plus.

    License or Certificate

    Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
