The Manager of Human Resources and Administration will be responsible for managing payroll and human resources functions including benefits administration, performance management, onboarding, policy implementation and employment law compliance. This is a full-time, exempt opportunity reporting directly to the Director, Human Resources and Administration and is based in the Washington, DC office. 

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

  • Partners with the Director in the development and implementation of personnel policies and procedures and administers the policies and procedures to all company personnel.
  • Maintains employee handbook and policies and procedures manual.
  • Analyzes, prepares and processes payroll. Uses automated system to produce accurate and timely payroll for US and international staff.
  • Assist Director with talent acquisition and recruitment efforts, as needed.
  • Maintains the employee self-service portal.
  • Manage the performance evaluation program, including 90-day reviews as well as quarterly and annual reviews.
  • Performs benefits administration to include claims resolution, change reporting, approving invoices for payment and communicating benefit information to employees.
  • Ensures compliance with all applicable state and federal labor laws, COBRA, ACA, FLSA, FMLA, Tittle VII and all other applicable state and federal laws.
  • Responsible for open enrollment.
  • Conduct employee onboarding and help organize training and development initiatives.
  • Provide support to employees in various HR-related topics (i.e. leave requests, HRIS system issues, etc.) and resolves issues in a timely manner.
  • Maintains company organization charts and employee directory.
  • Maintains human resource information system records, employee files and records in electronic and paper form and compiles reports from the HRIS database.
  • Serve as backup, when needed to the Director, Human Resources and Administration. 

EDUCATION

  • Associates degree in Human Resources or Business Management or other related concentration. Bachelor’s degree in a related concentration is preferred. 
  • Professional Human Resources certification (PHR or SHRM-CP) preferred, not required. 

WORK EXPERIENCE

  • A minimum of 5 to 7 years’ experience within a human resources generalist capacity required.
  • Knowledge of employment/labor laws
  • Experience processing payroll is strongly preferred.
  • Knowledge of ADP Workforce Now is strongly preferred.

COMPETENCIES (KSAS)

  • Good oral and written communication skills.
  • Specific technical skills are required in Microsoft Excel, Word and Power Point.
  • Ability to read and understand payroll documents and spreadsheets;
  • Ability to work under pressure and make deadlines.
  • People oriented and results driven
  • Aptitude in problem-solving
  • Competence to build and effectively manage interpersonal relationships at all levels of the organization

Languages:

ACC seeks to hire multi-lingual candidates with fluency in English and a second language is required of all new hires. Any exceptions require CEO approval.
