The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion.

We have an excellent career opportunity for a Human Resources Manager who is responsible for a wide range of Human Resources activities related but not limited to: labor relations; employee relations; civil service; equal employment opportunity initiatives; collective bargaining agreements; negotiations; policy development and dispute resolutions; compliance relating to EEO laws, guidelines, and policies. You will also conduct in-depth investigations of complaints. Provide guidance on all relevant Federal, State and City employment laws. Participate in arbitrations, mediations, unemployment hearings and other administrative proceedings. Participate in collective bargaining negotiations and labor/management meetings; administer and interpret collective bargaining agreements, review and prepare material for arbitrations and impasse proceedings; prepare cost estimates and analyses of union demands. Prepare statistical and analytical confidential reports.

Requirements

Baccalaureate degree from an accredited college or university; and five years of full time experience in labor and employee relations, administration of collective bargaining agreements, classification and compensation; three years must have been in a managerial capacity/supervisory capacity. Preference may be given to candidates with: Degree in Industrial or Labor Relations, Human Resources, Law or a related field; PHR, SPHR or IPMA-HR CP certification; extensive collective bargaining and costing experience; Workday experience a plus.
