About the Job

We are currently looking for a Payroll and Compliance Manager in Glen Allen, VA. This position is responsible for designing, directing, the successful delivery of payroll for the entire organization -- approximately 2,000 employees in the U.S., Canada, and Mexico. This role is responsible for ensuring statutory compliance, as well as implementing policies and procedures to ensure accuracy and compliance.

Essential Functions

  • Oversees all HR systems for all divisions in all countries. [Currently ADP & Payworks].
  • Ensures timely and accurate biweekly payroll processing for US corporate employees and Canadian Corporate Team.
  • Oversees resolutions of employee pay- related issues and recommends processes and procedures to minimize pay-related issues.
  • Recommends and implements payroll and HR compliance audits.
  • Plans, organizes and controls all activities related to Payroll and HR Compliance in the department.
  • Oversees the documentation of payroll process and procedures.
  • Responsible for company compliance with State and Federal employment laws in the areas of hiring, onboarding, compensation, benefits, worker's compensation and leave of absence by continuously monitoring new, changed and proposed legislation.
  • Oversees that documentation of payroll process and procedures.
  • Manages human resource information system for data accuracy and integrity. Conducts frequent audits.
  • Evaluates reports, decisions and results of department initiatives in relation to established goals.
  • Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
  • Ensures compliance with all federal, state and local employment laws.
  • Develops, recommends and implements personnel policies and procedures;
  • Participates in developing department goals, objectives and systems.
  • Develops and administers various human resources plan and procedures for all company personnel.

Qualifications

  • Bachelor's Degree in Payroll, Human Resources or related field; and
  • 6-8 years of payroll process management, human resources experience, with a minimum of 3 years in a compliance role preferred; or
  • Equivalent combination of education and experience.
