DUTIES:

Under the supervision of the Director of Finance, primary responsibilities include:

  • Supervise daily activities of two payroll personnel; establish performance goals, appraisals; monitor progress and results.
  • Demonstrate expertise in project management of payroll transition projects.
  • Critically review and analyze current payroll and tax procedures to recommend and implement changes leading to best-practice operations.
  • Responsible for resolving payroll regulatory issues. Oversees the management of payroll account reconciliations by resolving payroll discrepancies and updating as necessary.
  • Communicate effectively with personnel and outside consultants to resolve payroll related issues.
  • Aware of regulations and compliance requirements related to exempt and non-exempt employee classifications, wage and hour laws, department of labor regulations and union contracts, bi-weekly, monthly and special payroll processing.
  • Oversee the preparation, timeliness, and accuracy of all year-end processing. Timely analyzes, researches and/or responds to escalated payroll related issues with resolution.
  • Maintain / foster a positive customer service, collaborative, continuous improvement culture.
  • Ensure accurate and timely processing of necessary set up, distribution, balance verification and ACH funding for Retiree Health Savings Plan, Health Savings Account, Deferred Compensation Plan and Retirement System Contributions.
  • Process legal orders impacting payroll, pension and deferred compensation.
  • Assist the plan administrator of the Retirement System, Retiree Healthcare Trust and the Deferred Compensation plan, as necessary, including ongoing reporting / auditing purposes.
  • Prepare pension benefit packages in accordance with plan provisions and established procedures.
  • Primary source of contact for employees and retirees regarding any pension related questions or issues. Resolves and communicates resolution, within established guidelines and processes.
  • Must perform duties in a professional and courteous manner to promote a positive image of the Road Commission for Oakland County.

Requirements

SPECIAL EXPERIENCE/EDUCATION:

  • Bachelor Degree in Business, Finance, Human Resources, or related field is required.
  • 5-7 years in Supervising Payroll/Pension Administration.
  • Experience in Project Management, including transition of payroll is desired.
  • Experience with Union Contracts is a plus
  • Strong Planning, Communication and Organizational Skills is required.
  • Strong technical skills with Microsoft Excel as well as HR/Payroll software.
  • Regular and predictable onsite job attendance is an essential function of this position.
  • Strong interpersonal, influencing and conflict resolution skills; ability to communicate effectively with business leaders and employees in their own terms providing the basis for influence and insight.
