Job Title: Payroll Supervisor

Department/Program: Accounting

Reports To: Senior Director of Finance

Union/Management: Management

Position Summary: Oversee the accounting, monitoring, and implementation of financial controls as it relates to payroll. Coordinate, assist, and supervise payroll staff.

Position Responsibilities:

Payroll:

  • Payroll will involve union and nonunion employees.
  • Supervise bi-weekly payroll activities and staff as needed.
  • Knowledge of wage assignments, tax levies, child support orders, etc.
  • Coordinate all activities with HR including staff raises, termination payments, insurance deductions, etc.
  • Coordinate and train agency staff on all third party payroll system changes / enhancements.
  • Maintain and edit payroll master files and intervene with problems.
  • Coordinate third party preparation of quarterly 941’s & IL941 and reconcile to GL.
  • Oversee annual preparation and reporting of W-2’s and reconcile to GL.
  • Back up payroll specialist as needed.

General Ledger:

  • Prepare bi-weekly payroll journal entries.
  • Prepare monthly accruals for payroll & benefit time.
  • Prepare monthly journal entry for the allocation of worker’s compensations.
  • Review payroll bank reconciliations for management of outstanding paychecks.
  • Reconcile payroll and other payroll related accounts to the GL monthly.
  • Maintain excel files for all changes to personnel for use in monthly allocations and program budgeting processes.
  • Participate in program budget meetings as needed.
  • Assist in analysis, maintenance and data input as needed.

Other:

  • Track and prepare Escheat Law/Compliance.
  • Prepare Workers Comp Insurance estimates and coordinate Workers Comp audits.
  • Prepare analyses and assist Director of HR with filings for insurance plans IRS Form 5500.
  • Prepare analyses and assist Director of HR with 401K & 403B audit and preparation of IRS Form 5500.
  • Assist in preparation of organizations’ filings of annual IRS form 990.
  • Unemployment tracking and accruals.
  • Prepare analyses and gather info for annual audit.
  • Prepare government and other funding source reporting/surveys as needed.
  • Other responsibilities as assigned.

Requirements

Essential Skills and Experience:

  • Bachelor’s Degree in Accounting.
  • Ability to analyze and evaluate financial and accounting records and identify problems.
  • Ability to make objective decisions timely and effectively.
  • Leadership skills: a demonstrated ability to lead people and get results through others.
  • Planning skills: an ability to think ahead and plan over a given time span.
  • Management skills: the ability to organize and manage multiple priorities.
