Requirements

A typical way to qualify for this position is graduation from college with a major in Public Administration, Personnel Administration, Business Administration, or a related field (master’s or advanced degree preferred); and five years of professional personnel experience, three years of which should have been in a supervisory capacity in a public agency.

We are looking for a candidate with the following experience and background:

• Thorough knowledge of principles and practices of public personnel administration, effective supervision and employee contract negotiations
• Working knowledge of the principles and practices of employee relations, the Meyers-Milias-Brown Act, recruitment and examination, and classification and salary administration
• Well versed in employee evaluation systems, administrative analysis and office management
• Knowledgeable about staff development, employee training, government insurance and self-insurance programs
• Understanding of Equal Employment Opportunity/Non-Discrimination concepts and regulations
• Experience with budget administration and risk management functions and programs
• Ability to solve complex administrative, technical and personnel problems with initiative, ingenuity and sound judgment
• Capability to evaluate departmental programs, policies and practices; define problem areas; and develop and implement policy decisions and practices to improve departmental operations
• Ability to understand, interpret and apply the aims, concepts, principles and practices of personnel management
• Skilled at coordinating departmental activities with other departments and agencies
• Able to negotiate and implement a collective bargaining agreement covering wages, hours, and terms and conditions of employment
