The Office of Human Resources, Health and Employee Welfare Division manages and administers the County's health and welfare plans in accordance with County policy, local, state and federal laws. In addition to maintaining operations associated with program eligibility, the Team provides customer service, education, and consulting to County employees, participating County agencies, and retirees.

The work of this position will involve high level support to the Division Chief for group insurance that provides service to active employees, retirees, participating agencies and their dependents and includes the preparation of submissions, report writing, project management, coordination of reporting, contract management and benchmarking.

The Program Manager II is responsible for directing and overseeing all division HR projects from infancy through completion.  The incumbent will set deadlines, assign responsibilities and monitor and summarize the progress of projects. Additionally, will prepare reports for management regarding status of projects to ensure business needs are being met.  This position will function as an expert for Health Insurance Team analytics and proactively analyze relationships between data.

The successful candidate will:

  • Provide strategic analysis of HR data from multiple datasets to help dive informed decisions within HR. 
  • Applies specific knowledge of the business to the data analytics, identifies trends and areas of interest useful and actionable for HR and County leaders. 
  •  Monitor, analyze and report on data trends that may have a strategic impact on existing or future projects / processes. Provides executive summaries of dashboard analytics for HR and senior leadership. 
  • Design and deliver standard reports and creates dashboards.  
  •  Ensure that data that is transmitted to insurance carriers is accurate and that error reports are followed up on. 
  •  Act as a consultant to the division/department in understanding the HR data landscape and it into actionable information to inform business outcomes.
  • Develop, revise and maintain the division Human Resources Standard Operating Procedures, ensuring accurate documentation of the process from the initial start through the end of the process.

The Program Manager II will supervise the Customer Care Center to ensure that superior customer service is delivered, and that data entry is entered in a timely manner to provide for accurate payroll deductions.  The incumbent will also ensure that MC311 Service Level Agreements are met at the 80% standard or above.


Minimum Qualification:

Experience:  Thorough five (5) years professional experience in leading complex, multi-year HR enterprise wide implementation projects and systems that administer employee group insurance benefits and deductions. 

Education:  Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency:  An equivalent combination of education and experience may be substituted.

Preferred Criteria:

The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevancy of training, and experience in the following areas:

  • Experience gathering functional requirements and developing technical specifications for any system enhancements or changes.
  • Experience with HR project management.
  • Experience developing and implementing metrics and reporting to measure benefit program effectiveness.
  • Extensive and advanced use of Excel, to write advanced and complex formulas, create pivot tables and utilize v lookup functionality.
  • Experience with organizational design and process improvement.
  • Experience in HR reporting and data analytics.
  • Master's Degree in human resources preferred.
