About the Opportunity

Introduction and Overview

NC State University commissioned an external consulting firm (Sibson Consulting) to conduct a review of the Central HR Office. The review included a comprehensive assessment of its HR functions in terms of the quality, effectiveness, and efficiency of existing HR structures, services, processes, policies, and culture. The list of recommendations for improving services and functional areas included changes to the existing organizational structure. It was recommended that the new model would align the HR functions and services under two foundational units: HR Operations and HR Strategy. It is anticipated that the consolidation and/or realignment of services within HR will serve to:

  • Shift the major focus from transactional activity in order to include more value-added HR strategic and consultative services;
  • Streamline HR processes and structure for organizational effectiveness, efficiency and agility;
  • Facilitate a greater understanding of the HR Division for campus and enable customers to better navigate the organization; and
  • Promote diversity and inclusion initiatives that attract and retain a diverse and talented workforce.

 

Position of Senior Director for HR Operations

NC State University's Human Resources (HR) Division invites applications and nominations for the position of Senior Director for HR Operations. The Senior Director will provide senior leadership oversight for the HR operational function for the HR Division and act as a key change agent to assist in the transformation of the HR operation of the University to align HR operational functions more closely with the strategic goals of NC State. The Senior Director for HR Operations reports to the Associate Vice Chancellor (AVC) for Human Resources. In this senior leadership role, the incumbent will have oversight for the following six (6) HR functions and services:

  • Benefits, Wellness & Work Life (Benefits Administration and Consulting, Leave Administration, Recognition and Wellness)
  • Human Resources Information Management (HRIM) (HR Data, HRIM Training for campus users and a new Data Analytics function)
  • Talent Acquisition (Recruitment, Employment, University Temporary Services (UTS) for NC State and UNC Chapel Hill, Background Check, and International Employment)
  • Classification & Compensation (Consolidated to establish a newly combined unit for employees Exempt from the Human Resources Act (EHRA) and employees subject to the Human Resources Act (SHRA) for classification and salary actions)
  • Executive Search Services (ESS) (Internal executive recruitment service)
  • HR Concierge Center (new function to be established to serve as the first line of communication to provide basic HR information, triage HR issues and to respond to calls, emails, and walk-ins)

 

The Senior Director will have six (6) direct leadership reports:

  • Director of Classification and Compensation
  • Director of Human Resource Information Management (HRIM )
  • Director of Benefits, Wellness and Work-Life
  • Director of Executive Search Services
  • Director of Talent Acquisition and Employment
  • HR Concierge Center Supervisor

 

Responsibilities of the Senior Director for HR Operations

  • Function as one of two senior leaders reporting to and collaborating with the Associate Vice Chancellor for HR in driving, leading and executing key HR strategic initiatives that are broad based with university wide impact.
  • Provide leadership oversight for the following HR functional areas ensuring alignment with the University's vision, mission and strategic goals: Talent Acquisition (Permanent, Temporary, and International employment), Human Resources Information Management (HRIM), Classification and Compensation, Benefits, and the new HR Concierge Center as a result of an organizational restructuring.
  • In collaboration with the AVC and Senior Director of HR Strategy, lead in the development and
  • implementation of metrics and HR analytics that effectively measure, benchmark, and monitor the learning and development impact to the institution.
  • Proactively serve as a cultural architect that implements change management and continuous improvement initiatives to adapt to HR's new institutional model.
  • Develop and implement a plan to reduce, redeploy, and realign the resources and investments expended on HR transactional activities. Utilize, leverage and integrate automation and system applications to the new HR strategic business service model.
  • Create and promote HR operational processes and procedures that are streamlined, efficient, effective, and focused on service excellence. Ensure a consistent approach in the delivery, administration and documentation of policies, processes, procedures, and HR services.
  • Promote and facilitate a thorough understanding of HR classification, compensation, and recruitment policies and processes, including federal and state regulations, UNC system policies and OSHR regulations, as well as industry best practices and market trends.
  • Promote and support university efforts to accomplish diversity and inclusion initiatives that attract and retain a diverse and talented workforce at all levels in the university.
  • Establish (in collaboration with direct report(s) appropriate customer Service Level Agreements (SLAs) and HR data analytics/metrics and reporting to establish accountability, reduce transactional activities, track performance, monitor program effectiveness, and measure success.
  • Oversee the establishment and operation of a new HR Concierge Center and its staffing with the appropriate competencies, role profiles, and service level agreements.
  • Collaborate with and serve as a consultative and advisor to department heads, deans, campus leaders, and university administrators to promote an engaged HR culture with campus constituents related to University-wide HR Strategic initiatives.
  • Collaborate with the AVC in developing and executing key strategic planning initiatives for the HR Division relating to budgetary management, cost containment and resource reallocation plans for the division.
  • Other duties as assigned.

 

Requirements and Preferences

The HR Division is seeking an individual that has demonstrated leadership and professional expertise in developing HR strategies that will have high operational impact and resolve complex and challenging HR issues in change management and HR organizational transformation. The successful candidate will have a post-baccalaureate degree in Human Resources Management, Business Administration or a related field and a minimum of five (5) years of progressive human resources experience. For candidates demonstrating comparable professional backgrounds, a relevant undergraduate degree and a minimum of seven (7) years of progressive human resources experience may be substituted.

It will be required for all interested candidates to clearly show in-depth experience and thorough knowledge in the field of human resources and/or specific functional areas outlined in this position description combined with a broad-based knowledge and experience in other HR components of the organization. The successful candidate will also demonstrate:

  • A solutions focused mindset and a results driven leadership orientation.
  • Proven success in developing organizational cultures that foster a culture of accountability, collaboration and organizational excellence.
  • Proven ability to build collaborative partnerships with leaders and campus constituents internal to and external to HR.
  • Strong leadership skills with the ability to attract, motivate, coach, and develop a high performing work team and foster a positive diverse and inclusive work/life environment for NC State employees.
  • Superior project management, written and verbal communication skills, and fiscal management expertise.

 

It is preferred for a candidate to have a minimum of seven (7) years of HR supervisory and strategic management experience, along with, Human Resources experience in higher education and/or the public sector. University experience working at a system institution in North Carolina is highly desirable, and/or comprehensive knowledge of UNC System policies and OSHR regulations etc. Finally, candidates with exceptionally strong classification, compensation and recruitment experience, agile leadership with superior project and change management skills including demonstrated success in implementing agile, LEAN or Six Sigma methodologies, and strong technical knowledge with human resources systems and applications are highly encouraged to apply.
