The Multnomah County Health Department's mission is to work in partnership with the communities it serves to assure, promote and protect the health of the people of Multnomah County. The Health Department's programs and services include the following:

  • Providing High-quality Clinical Care: The Integrated Clinical Services Division provides care to underserved members of the community through a large network of 8 primary care clinics, 7 dental clinics, 12 student health centers plus a central laboratory and 7 pharmacies with a total annual budget of $120 million.
  • Promoting and Protecting Health: The Public Health Division emphasizes prevention, whole person and community health through immunizations, pregnancy support, management of the federal WIC (Women, Infants, and Children) program, tracking and preventing communicable and vector-borne diseases, assuring food and environmental safety, tracking vital records, promoting healthy eating, and preventing violence and chemical dependency.
  • Providing community-based Mental Health and Addiction Services including care and treatment for adults and children. 

Human Resources services include:

  • Complex analysis of business and operating needs
  • Performance management
  • Discipline and grievance handling
  • Employee and labor relations
  • Internal investigations
  • Classification and compensation
  • Recruitment and selection
  • Leave administration
  • Workforce planning and development
  • Safety and worker compensation

The Senior Human Resources Analyst is considered a subject matter expert in areas listed above. This position operates as an HR Business Partner within the Health Department divisions including Mental Health and Addiction Services, Public Health, Integrated Clinical Services, Corrections Health, the Director's Office, the Office of the Health Officer, and Business Operations.

The Senior Human Resources Analyst provides senior level Human Resources generalist support and consulting services to the assigned customers in the Health Department on many human resources functional areas.

As the Senior Human Resources Analyst you will:

  • Act as the Performance Improvement driver and provoke positive changes in people management
  • Resolve various Employee Relations cases
  • Provide consultation, guidance and coaching to leadership on Employee Relations Issues to address employee behavior and performance concerns
  • Provide guidance and assistance with the development and delivery of appropriate feedback or corrective/disciplinary actions
  • Provide consultation with respect to workplace issues, investigations and other related matters
  • Conduct investigations in response to employee complaints
  • Identify, recommend and oversee implementation of appropriate actions to resolve employee concerns
  • Provide guidance, support and training to managers and employees on employee relations issues

Requirements

Required Minimum Qualifications/ Transferable Skills:*

  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, human resources, administration, business administration or a related field; AND
  • Three (3) years of progressively responsible Human Resources generalist experience to include performance management, discipline, investigations, process improvement, and employee workforce development.
  • Strong interpersonal skills
  • Solid understanding and experience using Microsoft Suite
  • Demonstrated experience providing recommendations to remediate issues

Preferred/Transferrable Skills:  You do not need to have the following preferred qualifications/transferable skills to qualify.  However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.  Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • Five (5) years of progressively responsible Human Resources generalist experience to include performance management, discipline, investigations, process improvement, and employee workforce development.
  • Experience working with collective bargaining process, union contracts and unionized employees is strongly preferred for this position.
  • Government experience also helpful to ensure understanding of various levels of management, policies and procedures, classification and budgeting process.
  • SHRM-CP or SCP, PHR, SPHR, IPMA or like certification and professional membership
