POSITION TITLE: Supervisor, Office of Human Resources



  1. Associate’s Degree in personnel management or business administration and three (3) years experience in a human resources environment required.

  2. School District and/or Intermediate Unit experience preferred.

  3. Supervisory experience preferred.

  4. Knowledge of wage and fringe benefit administration, certification requirements, recruitment and employment preferred.

  5. Ability to work effectively and in harmony with administrative, instructional, and support personnel.

  6. Ability to communicate clearly and concisely in speech and writing.

  7. Ability to establish and maintain effective working relationships with staff.

  8. The holder of this position could be required as part of his or her duties to engage in activities that can be charged to a Medical Assistance (MA) or other state or federal healthcare program. Clearance as a provider by both the Commonwealth of Pennsylvania and the federal government is therefore an essential qualification for this position. 



      Director, Office of Human Resources



      Administrative and nonprofessional staff as assigned



The Supervisor, Office of Human Resources at the direction of the Director, Office of Human Resources effectively supervises the daily operations of the Office of Human Resources. Responsible for administering, coordinating and facilitating various projects and initiatives in an effort to ensure continuity and successful delivery of functional services to employees throughout the organization reflective of best practices. Foster, maintain and promote positive relationships with the Office of Human Resources’ customer base and serve as an interface between internal customers and functional team members.



The essential functions of this position include, but are not limited to, the following fundamental duties:

  1. Coordinate and ensure appropriate documentation of human resources practices and procedures across all functional areas within the Office of Human Resources; conduct periodic audits; and ensure compliance to include but not limited to benefit plan documents and summary plan descriptions.

  2. Recommend new approaches, policies and procedures to effect continual improvements in efficiency of services performed and actively participate in developing office goals, objectives and systems.

  3. Meet regularly with program representatives and provide support as needed.

  4. Provide advice and counsel to supervisors relative to the preparation of and/or revision of position descriptions; evaluate position descriptions and ensure internal equity with regard to wage classification.



  5. Supervise and provide direction to staff engaged in recruitment and selection; employment; attendance and compensation; data reporting; fingerprinting; and benefits administration and compliance activities including workers’ compensation, unemployment compensation and employee certification/licensure.

  6. Review, approve and monitor employment status change forms related to leaves of absence, employment recommendations, resignations, salary changes, and miscellaneous personnel items.

  7. Compile and prepare personnel matters to be brought for action before the BCIU Board of Directors and attend all Board meetings as requested.

  8. Assist, as requested, in the negotiation and administration of collective bargaining agreements to ensure consistent and effective implementation of the terms contained therein.

  9. Conduct employee investigations and administer disciplinary procedures.

  10. Assist with employees’ applications for reasonable accommodations under the Americans with Disabilities Act.

  11. Assist with the creation of performance improvement plans as needed.

  12. Actively seek and participate in continuous professional development opportunities to maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resources management; effectively utilize resources to remain current on new developments relative to scope of responsibility; identify trends that could impact the organizational objectives and/or operational resources; and interpret appropriate laws and policies to advise management, employees and retirees accordingly.

  13. Perform other job-related duties as required or assigned by the Director, Office of Human Resources.



Exempt, Full-time, twelve months/year. Salary established by the Intermediate Unit Board of Directors per the Compensation and Benefits Plan for Middle Management staff, SRI 17.



Performance in this position will be evaluated in accordance with provisions of the Board's policy on evaluation of personnel.
