The City of Seattle's Department of Parks and Recreation (SPR) is seeking a stellar Talent Acquisition Manager!

If you are a Talent Acquisition and Retention professional with 5 to 7 years of recruitment experience for both professional and blue-collar roles, this may be your opportunity to directly impact the SPR organization's success and culture.

Under the direction of the SPR's Human Resources Director, you will lead and own needed recruitment strategies for SPR, while meeting business objectives to bring top talent on board, all while utilizing a strong eye toward inclusion, equity, diversity and justice.

The successful candidate will be excited to establish and reinforce excellent recruiting processes and standards, build strong relationships with internal client groups, and contribute to the development of the SPR external employment brand. The ideal candidate is a critical and analytical thinker, an excellent communicator and has strong problem-solving and interpersonal skills.  Must be passionate about working with people and have an established and intuitive sense of equity.

  • Provide leadership, coaching, development and Key Performance Indicators (KPI) direction for members of the Employment Services Team
  • Build and drive adoption of standardized, scalable hiring processes across the organization, providing advice, coaching, and outstanding service to hiring managers in pursuit of achieving their hiring goals
  • Develop and execute best-in-class practices for end-to-end candidate experience, inclusive of sourcing, screening, interviewing, selection, and on-boarding
  • Build relationships and develop trust with SPR leadership and within HR to provide strategic input regarding longer-term talent acquisition and retention strategies and trends, including internal and external recruitment marketing efforts
  • Oversee ATS administration; drive effectiveness of ATS usage across teams and hiring management
  • Work with the HR Management Analyst to create tools to extract the right metrics for recruitment and for demographics of hiring
  • Identify long-term sourcing pipelines through community resources and local/national university relationships and engagements
  • Identify and implement effective brand awareness campaigns and programs
  • Provide regular status reports to the SPR Human Resource Director and business partners
  • Oversee partnership strategy development and manage third-party vendor relationships where necessary
  • Provide hands-on support with full lifecycle recruitment and retention, as needed
  • Develop deep subject matter expertise of SPR business processes, systems, and products to represent the City of Seattle Department of Parks and Recreation effectively and develop strategies in support of growth objectives


Desired Qualifications

  • Bachelor's degree (or a combination of education and/or training and/or ex­perience which provides an equivalent background required to perform the work of the class).
  • Five or more years of full-lifecycle recruiting experience in a public sector/corporate environment
  • Two or more years leading others in HR service delivery and/or consulting
  • One or more years' experience in the matrixed management of talent acquisition resources
  • Proficiency with and experience implementing Applicant Tracking Systems
  • Experience sourcing, identifying, attracting, and securing talent through traditional and/or passive (creative) recruiting methods
  • Strong Communication & ability to "sell" candidates on the organization/position
  • Proven experience in recruiting blue-collar, labor, professional and executive personnel
  • Additional experience sourcing and closing leadership candidates (Director-level and above)
  • Self-starter mentality; comfortable with ambiguity, limited direction, and establishing something from nothing
  • Creativity, persistence, confidence and a relentlessly positive attitude are a must
  • Knowledge of employment laws such as ERISA, ADA, and other federal and state laws covering discrimination and equal opportunity employment


May be expected to travel up to 25% to key national and local recruiting events.
