Talent Acquisition Manager

Job Purpose
Towson University is accepting applications for a Talent Acquisition Manager. As part of the HR management team, the Talent Acquisition Manager works closely with our campus community, including HR Partners and key leaders, to develop, implement and provide support for a wide variety of talent acquisition activities including full cycle recruiting, diversity hiring initiatives and community outreach.

Description
The Talent Acquisition Manager uses data and stakeholder feedback/input to develop recruiting strategies to meet workforce needs and manage the full-cycle recruiting process. Generates a steady flow and sufficient pool of highly qualified and diverse candidates. Maintains current working knowledge of talent acquisition trends and best practices and applies them as appropriate. Partners with the Office of Inclusion and Institutional Equity to ensure fair, equitable and complaint recruitment and selection processes. Ensures that screening, pre-employment and hiring practices are compliant, consistent and support University employment branding while yielding outcomes that reflect the diversity of students and the surrounding community and labor market population.

The Manager provides direction and support to Recruiters to develop, implement and maximize their recruiting skills while ensuring timely and accurate performance of day-to-day duties and providing expected levels of customer service to client groups. Ensures customer service desk and switchboard staff are fully trained and staffed to handle inquiries/questions from applicants, guests and employees in a timely and accurate manner. Ensures all new hires are provided required/necessary materials/information upon hire and works closely with hiring managers to schedule new hires for first day information session and monthly new employee orientation program. Collaborates with HR Partners and central HR staff to ensure consistency in practice and approach.

This position is responsible for building relationships with local workforce agencies to create pipelines for employment; serves on advisory boards and coordinates participation at job fairs, mock interviews, information sessions and training opportunities. Identifies, develops and monitors standard metrics to assess overall performance of recruiting, screening and hiring, employees. Makes data based decisions to prioritize resources/solutions and develop short and long term HR strategies. Works closely with HRIS team on enhancements and implementation of changes to our Applicant Tracking System to ensure an efficient, consistent and effective application, screening, hiring and onboarding process.

Qualifications
Bachelor's Degree and a minimum of five (5) years of human resources experience with at least three (3) years in a Talent Acquisition or Recruiting role.

Required Qualifications:

  • Demonstrated knowledge of Human Resources law and practices related to employee relations and employment.
  • Demonstrated experience in collaboration, strategy development, and integration of strategy with managers and key leaders
  • Demonstrated ability to research and analyze data to provide guidance and decision options on issues of full-cycle recruiting.
  • Demonstrated customer service experience to include identifying client’s needs and providing solutions
  • Demonstrated ability to effectively communicate through presentations, one-on-one interactions, phone, and email
  • Demonstrated ability to prioritize work independently
  • Demonstrated experience supervising day to day customer service and recruiting activities.
  • Experience working in a matrix reporting environment preferred
  • A strong commitment to confidentiality on sensitive issues

Preferred Qualifications:

  • Master’s degree preferred
  • SHRM-CP or HRCI-PHR certification preferred (at a minimum)
  • Experience with full-cycle recruiting and developing/managing an employment branding process
  • Prior working experience in a Higher Education environment
  • Experience with recruiting Faculty 
  • Experience identifying and developing recruiting and hiring strategies for under-represented groups.
  • Familiarity and experience with EEO and diversity recruiting initiatives.
