THE PROGRAM
The primary goal of TAP is to maintain a qualified and diverse candidate pool to provide immediate, temporary, clerical, administrative and technical staffing support to all Alameda County departments and agencies. Departments/Agencies may utilize TAP employees to provide temporary coverage for vacancies due to pending recruitment, long-term leave, special projects, and other related needs.

TAP also facilitates the temporary payrolling of individuals with specialized experience for specific temporary assignments in a variety of job categories. Temporary employees play a vital role at Alameda County and assist in fulfilling the County’s mission to enrich the lives of Alameda County residents through visionary policies, accessible, responsible, and effective services. The TAP program provides an avenue for temporary employees to gain valuable work experience.

The TAP Program recruits candidates in order to establish and maintain a pool of temporary employees eligible for clerical and administrative assignments. The TAP Unit recruits on an as-needed basis dependent upon the current needs of Alameda County. The assessment process includes application review, computer based assessments, an oral interview and reference checks.

THE POSITION
Under general direction from the Human Resource Division Manager, Administrative Services, the Temporary Assignment Pool (TAP) Program Manager is responsible for the program management, administration, and development of the TAP Program to meet the current and future temporary employment needs of the County. The TAP Program Manager supervises professional, paraprofessional and support staff; coordinates program elements within Human Resource Services and with other County departments; provides human resource expertise; strategic planning; and other duties related to the TAP Program.

THE IDEAL CANDIDATE
In addition to the minimum qualifications and knowledge and skills listed below, ideal candidates for this position will have track records of successfully managing, a temporary employment placement program. Desired experience will include program development, management and improvement with experience in recruitment/staffing, workforce planning, training and development, examination development and administration, employee selection, position classification, performance evaluations, performance management and employee relations. A thorough understanding of the TAP Program in Alameda County is a plus. Staffing industry and supervisory experience is highly desired.

In addition to meeting the minimum qualifications stated below, the TAP Program Manager will possess the following critical attributes:

  • An effective supervisor who organizes work activities, manages several tasks at once, and ensures that the work is completed efficiently;
  • A problem solver, who identifies problems and uses logic, judgment, and data to evaluate alternatives and recommend solutions to achieve the desired organizational goals or outcomes;
  • Ability to work collaboratively in a team environment and apply the principles and practices of a self-directed team and individual empowerment to achieve programmatic goals.
  • A technically knowledgeable human resources professional who applies knowledge of Federal, State, local and/or private sector Human Resources laws, rules and regulations, procedures and practices.

Requirements

Experience

Either I  

The equivalent of two years of full-time experience in the class of Departmental Human Resources Officer, or in an equivalent or higher-level classification, and performing human resources related activities in the Alameda County classified service.   

Education  

Completion of the Alameda County Management Academy “Management and Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience for the internal pattern.  

Or II

Education  

Possession of a Bachelor’s degree in a relevant field from an accredited college or university.  

AND

Experience  

The equivalent of four years of full-time professional level human resources experience involving recruitment/staffing, employee relations and discipline, compensation analysis, training and development, and workforce planning, requiring the use of the knowledge and skills described in this specification. One year of the required experience must have been in a   supervisory capacity.
