Develop, design, and deliver DOR instructor-led and online training programs related to supervisory, customer service, elective, and other human resources soft skills and customized training content.

Dynamically deliver and facilitate training classes with a high level of professionalism for adult learners, and be able to be agile in adapting/adjusting to participant feedback.

Source best practice and on trend HR soft skills subjects for design and delivery.

Coordinate method of delivery, schedules, location, and communication for all training classes and programming through google calendar and the Department's Learning Management System.

Update training materials to represent the Training Unit brand and to refresh content based on feedback and industry trends.

Analyze training evaluation feedback to improve and enhance programming, while tracking for measurement and effectiveness.


Serves as the lead on the Department's LMS system in creating training and policy content to be administered through the system.

Develop online content through existing authoring tool to be uploaded into LMS.

Troubleshoot LMS issues and manage them through until complete resolution.

Monitor email questions from employee users, and help to troubleshoot issues with divisional LMS liaisons.

Create and run reports to track compliance.

Serve as the primary point of contact with LMS vendor and divisional LMS liaisons.

Maintain the maintenance and training of LMS, this includes but is not limited to : adding/updating content, adding/updating users, running reports and customer support as needed.

Manages the implementation and reporting of annual and quarterly core compliance trainings for new hire and existing employees.

Training and ensuring the Division LMS administrators are performing their functions correctly.

Train new division users as needed and ensure data is accurate.


Assist with the implementation of organizational development programs that aim to strengthen employee knowledge and abilities, improve leadership and maintain the health of the Department.

Work with Training Unit Supervisor diagnosing problems and setting department goals.

Work with Training Unit Lead/Supervisor to diagnose problems and align programs to Department mission, values, and goals.

Support employee engagement initiatives through feedback, employee engagement council, climate surveys, and training program evaluation feedback.



Minimum Qualifications: Bachelor's degree from an accredited institution in Human Resources Management, Communications, Instructional Design, Organization Development, Business, Public Service, Information Technology or similar related field.

And Two years of professional experience in the development and delivery of training to adult learners.


Additional professional experience in experience in the development and delivery of training to adult learners; will substitute for the degree requirement on a year-for-year basis. Additional education in Business, Public Service, Information Technology or similar related field will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:The preferred candidate will have the following:

Solid strategic and critical thinking skills; the ability to think "big picture" but evaluate all sides and how things align for problem solving and decision making.

Strong knowledge and experience with technology as it relates to providing alternative training delivery methods.

Previous experience and a comfort level with learning management systems, especially running reports and customizing reports.

Previous experience with online authoring tools to create tailored online content for transferring to a learning management system.

Strong interest and skills in researching training and development trends to create current and cutting edge content.

Advanced degree in Training or Learning Development, Delivery, and/or Instructional Design and/or Organizational Development.

Proven ability to work independently and accept supervision.

Proven success organizing and tracking workload.

Experience in the development and delivery of Human Resources and customer service related training.

Demonstrated experience as a team player with strong collaboration, communications, and customer service skills and customer care experience

Demonstrated project management skills.

Ability to identify and implement creative solutions for delivery of effective training.

Organizational development experience.

Experience gathering, assessing, and measuring training course effectiveness.

Takes initiative and can be proactive identifying needs and finding solutions before being asked.

Can work autonomously and be flexible with work schedules
