The Navy Exchange Service Command (NEXCOM) is seeking the NEX(t) talented Vice President of Human Resources to join our Virginia Beach Headquarters team as part of our long term succession planning strategy. Our organization provides a unique opportunity for a talented executive to step in as #2 in the HR department. The successful candidate will rotate through senior functional HR roles beginning with oversight of our Field HR organization and continuing through other HR corporate leadership roles to provide a broad understanding of the organization and its culture.

In this role as the Vice President, Human Resources (HR) will have the responsibility for administering and directing any or all aspects of the Human Resources function on a Domestic and International level, including staffing/recruitment, employee benefit programs, pay administration, classification, training, labor/employee relations, and national and international personnel laws. Reports to the Chief Human Resources Officer (CHRO).

The Navy Exchange Service Command (NEXCOM) offers an exciting opportunity to join a unique provider of goods and services to Navy Sailors and their families around the world. We are a $2+B organization, operating over 300 Navy Exchange retail locations and 39 Navy Lodge hotels around the US and in nine foreign countries on nearly 100 Navy Bases around the world. Our NEX operation and management of retail stores, food services, hotels, auto shops and other services employs more than 14,000 civilian associates in a wide variety of jobs.

We operate six business lines of service:

Navy Exchange (NEX):

Our largest business line operating a wide range of stores on our Navy bases including malls, convenience stores, furniture stores, garden centers, barber shops, restaurants and a range of other retail outlets.

Navy Lodge:

Specializing in long term stays for traveling and transferring Navy personnel through our internal brand of 39 lodging centers

Ship Stores:

Providing expertise in set up and operation of retail stores on ships within the entire Navy fleet


Providing WiFi and phone support for Sailors onboard ships and through Navy stores and hospitality centers

Uniform Program Management Office:

Selling Sailors their uniforms through uniform stores and through online operations

Navy Clothing and Textile Research Facility:

Designing uniforms and testing fabrics for today and tomorrow’s Sailor community

While we are a Department of Defense (DoD) entity, you do not need a military background to come work for us. A total of 10 years experience consisting of the following:

GENERAL EXPERIENCE: 3 years of responsible experience in non-routine work which enabled the applicant to gain a good general understanding of the systems, methods and administrative machinery for accomplishing work; the ability to analyze problems, apply sound judgment in assessing practical implications of alternative solutions and resolving the problems presented; and the ability to communicate effectively with others, both orally and in writing.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor’s degree for 3 years of general experience.

SPECIALIZED EXPERIENCE: 7 years of progressively responsible experience and leadership management in human resources work at senior levels which provided a knowledge of:

  • HR strategy development

  • HR policies and programs

  • Compensation and Benefits

  • HRMS / HR technology

  • Training and Organizational Development

  • Labor and Employee Relations

  • Staffing and Talent Acquisition

  • Diversity and Inclusion

  • Corporate and Field Human Resources


4 years experience as the HR Generalist leader (Senior Director/Vice President level or equivalent) of a major multi-unit, multi-state service organization with leadership of other management level HR staff.
